[lstac] ARPA Extension

I'm in the same boat as you are Karren. I think it's too early to tell how much won't go out the door. I've given them until Sept 16th to request their funds. I should have a good idea by August if we will need an extension.

Is anyone planning on requesting an extension at this point? We issued the entire allotment as grants and some are going well and some we have our fingers crossed.
