[lstac] APRA projects

eContent was a big purchase for us and then we did grants for both public
and school libraries to purchase books for their collection. A lot of our
libraries, especially schools, lost material in the pandemic. Because
libraries are already purchasing books regularly, this went out the door
pretty quick.
