[lstac] Database content challenges

We had a database challenge (specifically EBSCO) back in 2018

There was a lot of back and forth but basically we were able to overcome it
by our State Librarian and others speaking on our behalf in the state
school board meetings. I can give more information but we worked hard to
create a statement, work with librarians in the state, and present
eloquently.
