Something else to think about. Sometimes the over $5,000 issue extends to more than an individual item. For example, we have had subgrantees receive LSTA grants for RFID systems. Although the individual components (i.e. gates, self-check, etc.) may cost less than $5,000, since they all have to work together to make it function, it is considered as one unit and therefore meets the equipment definition and may require prior approval from IMLS. (Trust me. Dennis and I have been down this road.)

I agree with Rachel.
Plus, if you do treat it as equipment, IMLS will have to approve it!
I had something similar (those tablet checkout kiosks) and the vendor did supply a cost breakdown, when pushed.

I actually would not consider this equipment because equipment is defined as one single item costing over $5000. Ultimately, I would separate services and supplies if I could, but if they really can't give you a broken out invoice, I would put it all as supplies/materials. Just my two cents!

Could you weigh in on a budget question, please? We have a library that is purchasing two “kits” for $12,711.50 each. Initially, this was placed under “Equipment,” so we inquired. Here are the contents of the kit:
“Each kit contains 10 headsets with perpetual licenses, 2 teacher devices with perpetual licenses, and several other things including controllers, batteries, chargers, and the case itself.”
Now we are conflicted! Is it Equipment because it’s over $5,000? Is it Supplies because the contents of the kit don’t contain any overly expensive items? Could even a portion of this be Services because the of the licenses?
Because the items are bundled at a discount, they don’t know the individual prices for each piece. Hmm... what would you do?
