[lstac] IMLS Grant Internal Policy/Procedure Manual Example

Hey all!

I am helping to update our IMLS Grants Internal Policy/Procedure Manual.  I understand that this will be unique to every State, but I would like some examples of things that need to be included in the policy.  Our old policy is very dated and it included things that I didn't think should be included and it is missing things that I think are important.  I am pretty new to the position, so I would love some feedback and examples to help make some decisions.
