[lstac] Continuing Education support

Hi Karren--

That is an excellent question that really seems to be in a grey area. It
could be viewed as Staff Development though since it's education about
fundraising, not actual fundraising. I would probably reach out to my IMLS
program officer for clarification. If you do that, I hope you let us know
what the answer is because I could definitely see this question coming up
again.

Curious about what others would do here...
