[lstac] Continuing Education support

I think since federal funds are not used for actual advocacy or fund raising this would be okay. It is CE more than anything. Reporting it could be dicey, but doable - you wouldn't want to use the dreaded terms advocacy or fund raising.

Michigan has a continuing education support program. I have an application for a fundraising certificate program. It seems close to advocacy to me. Any thoughts from the group on allowability?
