Funding priorities, award amounts, timelines, the actual infrastructure?

I can give more detail on anything.
Our program offers a lot of flexibility, but also requires a lot of self-determination and project management, which I know is a challenge for some libraries. Too many options, not enough time or staff to figure out and implement the details and manage the reporting and paperwork. I do a lot of consulting/brainstorming.
We've also offered one-off targeted grants over the last few years that have very rigid parameters (examples: memory care kits, virtual programs kits, digital collection development, wifi hotspots DIA, rural bookmobiles, and study pods) which seem to land well and are much easier for the libraries in terms of planning and prep, if not more work for me. The struggle for balance and equity is real, but I think we'll continue with some version of this- open and broad combined with very targeted.
One thing to consider though is that Nevada has 17 school districts, 21 public library systems, and about 10 each of special, tribal, and academic. I have 25-35 subgrants in a "normal" year.
For America 250, brainstorming would be great! I was thinking of offering Citizenship Kits, which were really popular when I worked at a public library, some funding to set up a citizenship corner (idea from USCIS), and tying it in with the Citizenship modules from one of our databases (LearningExpress Library).

Please include me on any info. We don't have a very active subaward program right now, but would love to revamp.
I keep talking about ideas and what might be appealing to (especially smaller) libraries. The 250th anniversary of the Declaration of Independence keeps ricocheting around in my brain - and I'm trying to come up with a good tie-in that's really inclusive. Maybe we could brainstorm in Milwaukee as well?
