[lstac] App period vs. period of performance

Hello Everyone,
Does any state have grants where the application period overlaps with the period of performance?  We are looking at getting a training grant up and running where we pay for conferences and CE for librarians in our state.  We'd like the application period and the performance period to last most of the year?  Can anyone send me their guidelines for training grants if they have them?
