I am somewhat heartened to hear that others were having strain on their current database funding. At least I know MI wasn't alone in that.

Our current breakdown (in rough percentages) of database funding:

*        State: 50%

*        Federal: 30%

*        Member fees/local funds: 20%

Our current fee formula isn't easy, and it's reached a point where it's no longer sustainable-I'll be working with members over the next year to develop a new fee structure for both programs, based on agency experience and the recommendations of our internal audit. All that said, here's a quick rundown of how the current TexShare formula is intended to work:


*        Take the year's total contract costs for TexShare and subtract the appropriated amounts of GR and federal dollars to be spent. The result is what needs to be covered by member contributions.

*        Based on previous years' usage data, the member contributions amount is split: 75% from academic libraries; 25% from public libraries.

*        An individual institution's fees are calculated from these library type totals, with further calculations to weight for population size and annual collections expenditures.

Like I said, it's clunky. In addition to the calculations above, we have further guardrails in place so that no library will pay more than 5% of its total annual collection expenditures, and no library's fee can increase more than 10% over the previous year's fee. Over the years, these guardrails have meant that most members' fees have remained flat for the past 4 to 5 years-so that the amount collected in fees is no longer reflective of the actual amount needed in member contributions.

Hi all, hope you're hanging in there this week.
In Nevada, LSTA funds databases for K-12, public, and academic libraries statewide, and we are now exploring alternatives.
Does your state offer cost-sharing or tiered subscription models? We are especially interested in creative or collaborative strategies that have worked well - and if your state has tested any "out of the box thinking" approaches, I'd love to hear about those as well.
Your insights would be a huge help as we figure out next steps-and I'm sure others in our community would benefit too.
