[lstac] Question re: OverDrive and e-content

Hello Tara,

The libraries pay for their own content on OverDrive. During the pandemic,
we did use ARPA funding to pay for econtent on their behalf where libraries
chose content and then the bill was sent to us. That was a special
circumstance. The only econtent we pay for at the state level is for our
eRead Kids program through Baker and Taylor and the Palace Project. I hope
