I think our ILL support program<https://nsla.nv.gov/information-nevada/introduction#s-lg-box-wrapper-36015789> is similar?
$2,000 for postage per year. They must keep their receipts per retention, but they send us a spreadsheet of actual postage costs + the number of items mailed. The instructions say they may calculate average costs, but in practice, they all submit actuals.

Howdy,
We pay a flat rate on eligible lends after the lending period is complete; period = August-July. The number of lends is reported by OCLC and certified by the libraries.
No receipts needed.

My understanding is that you can give them the money upfront and then collect receipts at the end or do a reimbursement from receipts. You can sample the submissions vs. going through them all. The receipts are a pain, but I track error rates - type and issue - and they are so high for reimbursements that I would not do a program without submission of receipts and I do check them all.
If I have this wrong and there is an easier way, I am all ears!

Hello Coordinators,
We're having an ongoing conversation about reimbursements for Lender and Borrower support grants here at the Utah State Library. Libraries complain about all the receipts they must save and submit in order to be reimbursed. I'd love to get rid of that requirement. I wonder how those of you offering this type of support handle this?
Background:
* We at USL decide eligibility and award with an internal formula; eligible recipients receive an award letter from us and then must complete an "application" in our grants portal (Salesforce) which then allows us to process award payments to them.
* For LSTA2025 we have allowed up to $3,000 towards OCLC costs, since they need that software add-on to participate. This also reduces the number of receipts they need to submit to meet their award amount.
* Any libraries qualifying for an award above the $3K must submit ILL receipts. We all dislike this because it's a time burden.
* Of course, we have access to the ILL data and know the volume for each library
* The most recent data I find on cost per ILL is through a new tool from OCLC<https://www.oclc.org/research/areas/systemwide-library/interlibrary-cost-calculator.html>, which appears to have data from only five libraries as of today... I might be interested in suggesting our libraries participate in this, depending on what I hear from you all
