Hi, Lindsay.
Our agency has a protest procedure (appeals process) that we use for everything, but we highlight it for grants, including it in our NOFO and with the awards/recommendations.
It's part of our administrative code and can be found here: 13 TAC §2.55<https://texas-sos.appianportalsgov.com/rules-and-meetings?$locale=en_US&interface=VIEW_TAC_SUMMARY&queryAsDate=10%2F02%2F2025&recordId=216950>
Use what you can.
Erica

Subject: [lstac] Complaint policies and procedures around use of Grants to States funds
Good afternoon,
Currently the only written policy we have around our use of Grants to States funds is for subgrants. It is essentially an appeal process for those not recommended for funding. There is nothing outside of that for our agency. If you have any broader complaint policies you use for your G2S funds, I'd appreciate if you could pass them along. Just looking for develop something more comprehensive!
Thank you!
