[lstac] LSTA Eligibility Question... again

Hi, me again.
My applicants are really giving me trial by fire in my first year! I
appreciate their chutzpah in these interesting times...
First the dog, now I have one library requesting funds for materials to
start an LGBTQ book club. Can anyone advise on whether or not this would be
allowable? My concern is specifically regarding the executive orders issued
this year- do the executive orders also affect LSTA subgrants?
