Hi Claire,
I think that generally the answer is 'no', switching out federal grant funding, or replacing federal grant funding with other federal grant funding is not allowed. The Federal Work-Study program<https://fsapartners.ed.gov/knowledge-center/fsa-handbook/2024-2025/vol6/ch2-federal-work-study-program> comes with explicit and complicated rules that I would not attempt to discern on my own.
Just to contradict myself, there is this interesting bit: See Chapter 2: Federal & Nonfederal Share of FWS Wages - Wages from Federal Agency
Funds from programs sponsored by federal agencies (such as the National Science Foundation or the National Institutes of Health) may be used to pay the nonfederal share, as long as the programs have the authority to pay student wages. A school should contact the appropriate federal agency to see if the program in question does have this authority.
I'd advise you to ask Teri or Madison before committing to using LSTA funding.
