[lstac] LSTA procedures manual

Hi Elizabeth--

Attached is the LSTA Grant Liaison Manual that I try to keep updated every
year. It is for internal training only. It also documents our procedures in
handling grant awards, grant reimbursements, and report assessment.

I had shared an External LSTA website that I use for our grantees in the
G2S conference chat yesterday but wanted to make sure you have our internal
instructions also.

Thanks for asking, Elizabeth, and it was great hanging out with you and
everyone else in the Virtual G2S chat.
