[lstac] Subgrants and vehicles

Hi Karren--

Maryland awards subgrants and we have funded vehicles-- we funded a record
13+ with ARPA funds.

We, of course, get pre-approval from our IMLS program officer. When we fund
vehicles, we want to see the quote from the vendor w/ due date. We also
give a serious reminder about wanting to see correct acknowledgements for
MSLA & IMLS on the wrap. We also let them know that if they are including
wifi (which they should) this makes their vehicle eligible for E-Rate
funding.

And that's about it!
