Online Harassment: At What Point Does It Become Illegal? <http://app.outreach.pewtrusts.org/e/er?utm_campaign=2014-12-03%20PNN&utm_medium=email&utm_source=Eloqua&s=814789524&lid=11440&elq=5e3589992c704ced99e606ff2212553a>
Forty percent of adult Internet users have personally experienced some kind of online harassment. But when does it cross the line into criminality? This week the Supreme Court heard arguments, and the Pew Research Center examined the latest research.

A study that was released on November 17, 2014 in Pediatrics, the Journal of the American Academy of Pediatrics.
The study is entitled "Disability-Adjusted Life-Year Burden of Abusive Head Trauma at Ages 0-4<https://t.e2ma.net/click/98nho/lqlgrj/twbnhe>." The study looks at a representative sample of children who have suffered abusive head trauma (AHT) and "the immediate mortality, the effect on survival over time for those who survive beyond acute care, and the disability burden over time for survivors." Id<https://t.e2ma.net/click/98nho/lqlgrj/9ocnhe>., p. e1546. The disability-adjusted life-year burden, or DALY, is a measurement that is "widely accepted as the standard global measure of burden of disease." Id<https://t.e2ma.net/click/98nho/lqlgrj/phdnhe>. DALYs "are computed by summing life-years lost to premature death plus years of productive life survivors lost to disability (ie, the portion of quality of life lost during those years)." Id<https://t.e2ma.net/click/98nho/lqlgrj/59dnhe>. Although much has been researched and written about the effects of AHT, the researchers in this particular study felt that "[t]he DALY or health-related quality of life loss to AHT or for child maltreatment more broadly has not been fully quantified." Id<https://t.e2ma.net/click/98nho/lqlgrj/l2enhe>.
...Those of us in the field are familiar with the triggers that can result in AHT, but many in the general population are not. Those triggers can include crying, toileting, feeding issues, and extreme stress in the caregiver's life - and this, compounded with the stress that, for many, is caused by the holiday season, can prove disastrous for infants and young children. So please take this opportunity to let those in your communities know about available resources they can use before the situation becomes dire - resources like the Period of PURPLE Crying<https://t.e2ma.net/click/98nho/lqlgrj/9sjnhe> campaign; the Shaken Baby Alliance<https://t.e2ma.net/click/98nho/lqlgrj/plknhe> and the Parents Anonymous Helpline<https://t.e2ma.net/click/98nho/lqlgrj/5dlnhe>. I'm certain that you are aware of many more resources in your individual communities - please don't be afraid to share them broadly. Everyone - especially the youngest and most vulnerable among us - deserves to have happiness and peace throughout the holidays.

Hundreds of students, parents and supporters lined the street in front of Norman High School to protest the school's handling of the bullying of three female students who allege they were raped by a former male student. The protest was held in response to allegations from a 16-year-old who said she was raped September 19 and bullied when she tried to return to school. After the girl made her accusations public, two other girls said the same student raped them.

1st Annual Voices for Justice Reception
Join NCVLI on January 27, 2015 for the first annual Voices for Justice Reception. We are proud to announce that Oregon Attorney General Ellen Rosenblum, a long-time advocate for victims' rights, will be our featured speaker.
Our community benefits when crime victims have a meaningful voice in the justice system. NCVLI's legal advocacy, education and public policy work are critical to ensuring that victims are heard. This reception is a great way to discover how individuals, families, and communities benefit when victims' voices are heard and their legal rights are protected and how Oregon is leading the way in advancing victims' rights. We will also honor two local heroes in the fight for victims' rights.
