New Predictive Analytics Tool Helps Child Welfare Systems Reduce Risk of Delinquency
Screening assessment helps agencies identify at-risk youth and better target appropriate services
[http://content.delivra.com/etapcontent/NationalCouncilonCrimeDe/Press%20releases/2015/Young-boy.png]Los Angeles, CA-To prevent youth in the child welfare system from becoming involved in the juvenile justice system, the National Council on Crime and Delinquency<http://tracking.etapestry.com/t/31140176/1236193179/57935031/0/64819/> (NCCD) and the Los Angeles County Department of Children and Family Services (DCFS) partnered to develop an actuarial screening assessment<http://tracking.etapestry.com/t/31140176/1236193179/69252723/0/64819/>. A new report<http://tracking.etapestry.com/t/31140176/1236193179/69364913/0/64819/> from NCCD outlines how Los Angeles County used the assessment to classify youth by their likelihood of subsequent juvenile justice involvement, enabling the county to focus prevention service programming on youth at highest risk of dual-system involvement.
"Children in the child welfare system are already more likely to experience negative outcomes such as lower educational attainment and higher rates of contact with the juvenile justice system," said Kathy Park<http://tracking.etapestry.com/t/31140176/1236193179/66822948/0/64819/>, chief executive officer of NCCD. "When those children become formally involved in the juvenile justice system, the challenges they face in their transition into successful adulthood become exponentially greater. This study positively shows the potential to effectively identify and target services to the young people most likely to become involved in the juvenile justice system."
The screening assessment helps workers gather information such as child demographics; prior child protective services history; and a variety of child and family needs, including educational performance, substance abuse, and mental health. An automated program analyzes these data and issues an email alert to workers when a youth is identified as being more likely than average to become involved in the juvenile justice system. A worker can then connect the youth with prevention services such as mental health treatment, youth development, or educational services.
NCCD found that youth who received such prevention services had lower rates of juvenile justice involvement than those who did not; however, these findings are considered preliminary due to data limitations.
The Los Angeles County Board of Supervisors supported the Delinquency Prevention Pilot project via a Board Motion. The new report was funded with support from the Center for Juvenile Justice Reform<http://tracking.etapestry.com/t/31140176/1236193179/65593010/0/64819/> (CJJR) at Georgetown University's McCourt School of Public Policy through a grant from the Conrad N. Hilton Foundation<http://tracking.etapestry.com/t/31140176/1236193179/69252724/0/64819/>.
"CJJR has worked to support Los Angeles County in the implementation and improvement of multi-system reform efforts," said Shay Bilchik, founder and director of CJJR. "The screening assessment further supports our efforts to enable information sharing across agencies and reduce the number of youth in Los Angeles who are involved in both the juvenile justice and child welfare systems."
Since 2008, CJJR has supported DCFS's efforts to improve the outcomes and experiences of youth who are known to both systems of care by providing leadership training at Georgetown University and onsite and distance technical assistance through the Crossover Youth Practice Model.

What: Team Member
Looking for a future team member who has knowledge and experience navigating the criminal justice system, victim services coordination and collaborating with community partners. This position is a lead member of a grant funded team working to sustain and enhance our current services by: addressing gaps in our system of care for minor trafficking victims; expanding services for victims who are over the age of 18; and developing partnerships to support these efforts. The role will be responsible for creating and maintaining a system response for victim services and will serve as a subject matter expert (SME) within the jurisdiction. The role will focus on facilitation and implementation of the project.

Two positions are open, one in Portland, OR and one in Vancover, WA. The staff in the greater Portland metropolitan area provides mental health counseling services, immigration services, and refugee resettlement services, among many other social services. We are looking for someone who is flexible, supportive, and able to travel to appointments throughout Multnomah County. Our Vancouver office is currently seeking a part time (15 hours per week) Crime Victims Advocate to provide support, advocacy, and crisis intervention for people who are primarily and/or secondary victims of crime. This individual will also develop, coordinate, and facilitate outreach efforts, particularly with marginalized and underserved communities.
