Child Welfare and the Federal Government

As new research and data emerge about best practices for protecting children and strengthening families, child welfare agencies and professionals adapt their approach to better serve families. Rafael López, Administration for Children, Youth and Families (ACF) commissioner, recently sat down for a conversation about how the Federal Government stays connected to the shifts in child welfare and keeps up on the needs and issues affecting child welfare professionals. In the podcast, "Washington, D.C., and the Local Child Welfare Professional," Commissioner López discusses the long-term impact and value child welfare professionals have on society, in addition to the importance of interagency collaboration and sharing information, data, and lessons learned across fields. He also talks about joining local child welfare workers on case visits.

Although much of child welfare policy is developed and implemented at the local and State levels, Federal legislation guides and impacts child welfare service delivery. Commissioner López's child welfare experience spans the local, State, and Federal levels, resulting in valuable insight into how each system can interact with one another to improve outcomes for families. The National Center for Fatality Review and Prevention announces an upcoming Webinar on:
Effective Review of Natural Infant Deaths

WHEN: November 16th, 2016

Guest Speaker: Jason Jarzembowski, MD, PhD, Children's Hospital of Wisconsin and the Medical College of Wisconsin
Dr. Jason Jarzembowski is an assistant professor of Pathology at the Medical College of Wisconsin and program director of Perinatal Pathology at Children's Hospital of Wisconsin. His clinical expertise is in pediatric and perinatal pathology and focuses on fetal and placental examination. For the past five years he has also served as the medical advisor to the Infant Death Center, which helped spur his interest in SIDS and safe sleep education and research. In 2010, he helped begin the Children's Hospital's Safe Sleep Initiative and currently collaborates on several projects aimed at investigating the molecular underpinnings of SIDS, and at better understanding safe sleep practice and knowledge among parents and medical caregivers.


Speaker:  Rosemary Fournier, FIMR Director, National Center for Fatality Review and Prevention
As the FIMR coordinator for the State of Michigan, Rosemary Fournier has provided technical assistance, training, and consultation to local FIMR programs for over 13 years.  Her professional nursing experience includes Preconception Care and Counseling, Childbirth Education, Newborn Nursery, Labor & Delivery, Post-Partum, NICU, and consultation for the Nurse Family Partnership, an evidence-based home visiting program.



Moderator: Diane Pilkey, RN, MPH
Diane Pilkey is a Senior Nurse Consultant at the Maternal and Child Health Bureau/ Health Resources and Services Administration and the federal project officer for the National Center for Fatality Review and Prevention cooperative agreement.  Diane has more than 20 years of experience in public health at the local, state and federal level, including the Washington State Department of Health, where she worked as an epidemiologist and the Child Death Review Assessment Coordinator. Diane is a registered nurse who has practiced in both clinical and public health settings in both urban and rural settings.
Why attend: Every year, more than half of child deaths 0 - 19 are infants under the age of one, and a great majority of them are natural deaths due to prematurity and low birth weight. This webinar will provide attendees with a clear understanding of what records are needed for a successful CDR and/or FIMR review; what to look for in those records, identify opportunities for community-based prematurity prevention; and discuss common barriers to implementing prevention strategies.

Seeking Executive Director (1.0 FTE) to manage a nationally accredited child abuse intervention center that provides assessment, advocacy, prevention and treatment services to victims of child abuse and their non-offending family members. Located in Newport, the heart of the beautiful central Oregon coast, the CACLC has developed a strong reputation based on delivering excellent programs and services to our most vulnerable population. Qualifications: Bachelor's degree required, Master's degree preferred. Child Abuse Medical Examiners are responsible for providing medical evaluations of children suspected to be victims of abuse or neglect. This position utilizes a multidisciplinary team approach to the evaluation of suspected child abuse, working in partnership with Forensic Interviewers, family support specialists, and community partners such as law enforcement and child protective services.
