The Oregon Network of Child Abuse Intervention Centers, Oregon DOJ-CAMI, CARES Northwest and Western Regional Children’s Advocacy Center are seeking applicants for “Addressing Vicarious Trauma on Your MDT” a pilot project, web-based discussion group for active Oregon Child Abuse MDT professionals or Child Abuse Fatality Review Members with foundational knowledge about vicarious trauma and its impact.

This group will meet for six sessions on Tuesday mornings from 9:00 A.M. to 10:15 A.M. every two weeks via web/phone beginning on January 8, 2019 (through March 19, 2019).  Please see attached flyer for additional information. To apply, please complete the application (following the link below). Applications will be accepted via the below application until Monday, December 17, 2018. Applicants will be notified of their acceptance on December 20, 2018.

About this Webinar
In this webinar, the National Children's Advocacy Center (NCAC) will address language access within the context of a Children’s Advocacy Center. Victim service providers commonly identify communication as one of many barriers that can impede access to services. Providing effective language access requires strong planning and ensuring the right resources are in place in order to meet the needs of children and youth.

The presenter will examine the role language access plays at several critical points throughout the Children’s Advocacy Center/ Multidisciplinary Team investigation of abuse allegations and delivery of supportive services.

Participants will:
·     Learn about language access and the important role it plays within a Children’s Advocacy Center
·     Explore how to develop an effective plan for working with limited English proficiency and Deaf/hard of hearing clients
·     Discuss best practices for working with interpreters

The webinar is designed for any staff or person who works to promote the safety and healing of children, including those who create policy/protocols for the investigation and response to allegations of child victimization.

Greg’s commitment to justice and healing for all children and youth stems from his belief that everyone has the right to a childhood free of abuse, trauma, and pain.

Developing and Managing a Board of Directors

Your board of directors sets the tone and direction of your organization. How do you build a strong, diverse, and engaged board? Once you accomplish that, how do you maintain member involvement? This training provides a step-by-step guide to building an effective board and offers strategies for keeping members involved and accountable. This training is intended for staff within victim service organizations who work closely with a board of directors. It is not for those who are serving on a board of directors.

The training will be delivered online over the course of 4 weeks, beginning on January 7, 2019. Each week, except for the introductory week, will include a 75-minute facilitated webinar. In addition to attending the webinar, you can expect to spend an additional hour per week completing written assignments, readings, or watching videos. CEUs will be awarded for this training. Norwood, Massachusetts

Judy Benitez is the director of the Division of Sexual and Domestic Violence Prevention and Services at the Massachusetts Department of Public Health. This 11-person unit manages $34 million in state and federal funds to a network of 68 providers of sexual and domestic violence services. She served as deputy director of the Transitional Housing Program at the National Network to End Domestic Violence in Washington, D.C.

Prior to this position, she served for 20 years as executive director of Louisiana Foundation Against Sexual Assault. She supervised the core coalition functions of training and technical assistance, passing federal grant funds to and monitoring community-based sexual assault centers, and public policy initiatives. She was directly responsible for staff development, building and managing the board of directors, grant writing, media outreach, and representing sexual assault victims on statewide task forces. She has an M.Ed. in Community Counseling from Southeastern Louisiana University and a B.S. in Journalism from Syracuse University.

Marcie Davis is the chief executive officer of Davis Innovations, a research and organizational development consulting firm focused on outreach to populations without adequate service and leadership development. She has been the director of underserved populations for the New Mexico Coalition of Sexual Assault Programs since October 2002. Recently, she was an instructor for the National Victim Assistance Academy Leadership Institute and the Effective Management Series: Board Development training. She is a nationally recognized victim assistance and disability advocate and trainer who leads a diverse staff in providing program development, leadership and management, training, technical writing, grant writing, and research and evaluation services to local, state, federal, and tribal governments and nongovernmental organizations. Ms. Davis has a B.S. in Paralegal Studies and a Master of Library Science, both from the University of Southern Mississippi.

The National Runaway Safeline (NRS), with support from the Family Youth Services Bureau (FYSB) released today the National Trends on Youth in Crisis in the United States.

These report findings can assist children, youth and family services organizations toward the most effective strategies, resources, and services to prevent youth from becoming homeless, running away,  and to keeping youth safe and off the streets. The NRS also offer services to parents, legal guardians, and families.
Below you will find some highlight from the report.

Highlights from the “National Trends on Youth in Crisis in the United States” Report

·       57% of the youth who connected with the National Runaway Safeline in 2017 were still at home.

·       68% of youth in crisis who contacted NRS survived through support of friends/relatives.

·       Over the past 5 years, crisis connections with younger youth has increased

·       Black or African Americans make up a larger proportion of youth in crisis connecting to NRS (23%) than their proportion in the general youth population according to the Current Population Survey (14%).

·       Over the past 10 years, there was a 42% increase in youth who contacted NRS while they were still at home

·        There was a 100% increase in youth connections who reported that they were surviving on the sex industry over the past 10 years.

·        NRS has continued to see more crisis connections about abuse and neglect (65% increase in the last 5 years), a trend that NRS has highlighted in a number of past reports as well.

·       In 2017, the two largest groups of youth in crisis served by NRS were youth facing an issue or problem other than running away from home and youth contemplating running away from home, for a combined 70% of connections.

·       33% of youth contacting NRS site family dynamics as the primary reason for their outreach.

·       Youth reporting experiencing abuse and/or neglect at home has exponentially increased over the past 5 years (65%).

·       The report reveals an increase in the number of youth contacting NRS for support while still living at home; and an overall increase in the number of youth living on the streets reaching out for crisis intervention.  In addition, 85% of youth who contact NRS are 18 years of age or younger, with the average age being 17.

NCHS Data Briefs

NCHS Data Brief, No. 326 - Infant Mortality by Age at Death in the United States, 2016. Infant [Description: Description: Description: NCHS Data Brief Cover] mortality is an important public health measure in the United States and other countries (1–3<https://www.cdc.gov/nchs/products/databriefs/db326.htm#ref1>). The United States’ infant mortality rate started to decline in 2007 (the most recent high), but has remained relatively unchanged in recent years (4<https://www.cdc.gov/nchs/products/databriefs/db326.htm#ref4>,5<https://www.cdc.gov/nchs/products/databriefs/db326.htm#ref5>). Previous research shows differences in infant mortality rates by age at death (i.e., neonatal, or deaths to infants aged 0–27 days, and postneonatal, or deaths to infants aged 28–364 days), age and race and Hispanic origin of the mother, and leading causes of death (4–6<https://www.cdc.gov/nchs/products/databriefs/db326.htm#ref4>). This report examines infant mortality rates for the United States by age at death in 2016, by maternal age and race and Hispanic origin, and for the five leading causes of neonatal and postneonatal mortality.

The total infant mortality rate declined from 6.75 infant deaths per 1,000 births in 2007 to 6.07 in 2011, but did not change significantly from 2011 through 2016 (5.87).

In 2016, neonatal mortality rates were highest among infants of non-Hispanic black women (7.41). Postneonatal mortality rates were highest among infants of non-Hispanic black (3.81) and American Indian or Alaska Native (3.93) women.

In 2016, neonatal mortality rates were highest among infants of women under age 20 and 40 and over compared with infants of other maternal age groups. Postneonatal mortality rates were highest among infants of women under age 20.

Low birthweight accounted for the highest rate of neonatal mortality, whereas congenital malformations and sudden infant death syndrome accounted for the highest rates of postneonatal deaths.

This training  is designed to build the knowledge and skills of medical providers and prosecutors who respond to, treat and investigate the physical and sexual abuse of children. The training addresses the respective roles of medical providers and prosecutors with regard to evidence collection and prepares each to elicit and provide unbiased, expert testimony in subsequent criminal court proceedings.

Learning Objectives

As a result of this healthcare participants will be able to:
1.    Develop a diagnostic approach to the medical management of the potentially abused child
2.    Effectively communicate with non-healthcare community professional partners like child protection services, law enforcement and lawyers
3.    Understand the scope of their practice and be able to communicate effectively in a legal setting regarding their training, experience and clinical decision-making in cases of suspected abuse

Legal professionals will be able to:
1.    Understand medical consultant reports about victims of child maltreatment
2.    Develop a strategy for effectively presenting medical expert witness testimony
3.    Be familiar with common defense theories regarding different forms of child maltreatment

Training Participants: This training is limited to sixteen, two-member teams (or a total of 32 participants) that include the following:
•         One healthcare provider (e.g., physician, nurse practitioner, sexual assault nurse examiner or physician assistants) who provides medical evaluations for suspected victims of child abuse; this training is not designed for nurses or other healthcare providers whose role is to assist the examiner; and
•         One prosecutor or child protection attorney handling criminal cases of child abuse.

Priority will be given to applications representing both the healthcare provider and the prosecutor from the same multi-disciplinary team (MDT); however, as space permits, individual MDT members who fulfill these roles may also attend the training.

Training Fees: There is no fee to attend this training. WRCAC will provide three nights of lodging for each participant.  Airfare, meals and other expenses are the responsibility of the participant.

 Lewis & Clark College: Program Coordinator
Lewis & Clark College is currently accepting applications for a full-time grant funded Program Coordinator position for the implementation of the U.S. Department of Justice Office on Violence Against Women (OVW) grant to reduce the incidence of gender-based violence on campus.   This position is funded through September 2021. The Program Coordinator will provide day-to-day management and oversight for grant program and projects. The Program Coordinator has responsibility for development and implementation of program requirements and coordinating all grant-related activities.  The Program Coordinator collaborates with internal and external stakeholders and organizations; directs timelines and tracks progress of program goals and objectives; reports progress on goals and objectives; and is ultimately responsible for attainment of goals and objectives.

J Bar J Case Manager – Domestic Victims of Human Trafficking Program
The Human Trafficking Case Manager will provide services to victims of human trafficking in the Central and Eastern Oregon region of the state utilizing CYFC’s in-house services, contracts, partner agencies, and other collaborations.  This position will provide outreach, public awareness and training on human trafficking in the service areas.  The Case Manager serves as primary counselor and treatment provider for trafficked clients. Ensures daily needs of clients are met and assists them in working towards, understanding and implementing therapeutic goals and objectives as outlined in their individual treatment plan. Responsible for accurate and timely written documentation of services and data collection. This position is also expected to assist in providing services and written documentation as needed to any resident of the LOFT.

This position is a full-time, 40 hours per week position with variable shifts including days, swing, weekends and holidays. This position includes on call responsibilities.
