Dear Colleague,
Today we launch National Child Abuse Prevention Month<https://www.childwelfare.gov/topics/preventing/preventionmonth/?utm_campaign=ncapm20&utm_medium=email&utm_source=ncapmlaunch040120>—the Children’s Bureau’s annual initiative to increase public awareness and provide resources to help protect children and prevent maltreatment.
Too often, we wait until maltreatment has already happened to react and repair the damage. However, by increasing the protective capacities of families and communities, we can reduce, mitigate, and prevent the negative outcomes associated with child abuse and neglect.
Like every family, every community is different, and prevention efforts must fit each community’s needs. Child abuse has consequences that last well into adulthood, and sometimes a complex set of stressors makes families more vulnerable.
You know your community best, and the National Child Abuse Prevention Month website is filled with resources<https://www.childwelfare.gov/topics/preventing/preventionmonth/resources/?utm_campaign=ncapm20&utm_medium=email&utm_source=ncapmlaunch040120> to help you tailor information to the families in your area.
Resources include:
* Outreach materials<https://www.childwelfare.gov/topics/preventing/preventionmonth/spread-the-word/?utm_campaign=ncapm20&utm_medium=email&utm_source=ncapmlaunch040120> to help you spread the word all month
* Community-Based Child Abuse Prevention (CBCAP) examples<https://www.childwelfare.gov/topics/preventing/preventionmonth/resources/multimedia/?utm_campaign=ncapm20&utm_medium=email&utm_source=ncapmlaunch040120> from across the nation highlighting successful primary prevention programs
* Activity calendars<https://www.childwelfare.gov/topics/preventing/preventionmonth/resources/activity-calendars/?utm_campaign=ncapm20&utm_medium=email&utm_source=ncapmlaunch040120> offering ideas to help you plan family-friendly activities in your community
* Protective Factors in Practice vignettes<https://www.childwelfare.gov/topics/preventing/preventionmonth/resources/protective-factors-in-practice/?utm_campaign=ncapm20&utm_medium=email&utm_source=ncapmlaunch040120> outlining the protective factors and providing ideas for how to build resiliency for children and their families
* A broad array of tip sheets<https://www.childwelfare.gov/topics/preventing/preventionmonth/resources/tip-sheets/?utm_campaign=ncapm20&utm_medium=email&utm_source=ncapmlaunch040120> to share with caregivers and community partners
On behalf of the Children's Bureau, I want to thank you for your steadfast commitment and passion. Together, let’s support families and help them thrive through engagement and education.
Visit the National Child Abuse Prevention Month website<https://www.childwelfare.gov/topics/preventing/preventionmonth/?utm_campaign=ncapm20&utm_medium=email&utm_source=ncapmlaunch040120> today and get started building protective factors with your families and communities!

Salem, OR – Reduced contact with educators, medical professionals, and community members can impact children and families in many ways. During this time of social distancing, the Oregon Department of Human Services encourages Oregonians to check in with families and continue to engage with child welfare when appropriate.
“Our child welfare agency is a small part of a much larger system that focuses on child safety,” said Rebecca Jones Gaston, DHS Child Welfare Director “During this very fluid situation, where there are more questions than answers, we are keeping child safety paramount in our work and want to reiterate our dedication to children and families.”
During this time, the DHS Child Welfare Program will continue to operate the 24/7 statewide Child Abuse hotline, respond to reports of abuse and neglect, and work with community partners to maintain support to families.
The COVID-19 pandemic creates many challenges for families, which could impact child safety, including:
* Lack of access to medical care
* Lack of face time with mandated reporters
* Limited access to regular meals due to school closures
* Known exposure to COVID-19 or symptomatic people
* In close contact with someone who is considered high risk if infected with COVID-19
DHS encourages community members to check in with at-risk families -- including young children, children and adults with developmental delays or other medical vulnerabilities, isolated children and families, and youth and families with severe emotional/mental health needs – through phone, email, or by safe distance.
“As we grapple with isolation and uncertainty, let’s connect with one other in safe ways to continue to build the connected, generous communities we all need,” said Becky Jones, Executive Director of Oregon Child Abuse Intervention Centers.
Sharing resource information for food banks, unemployment benefits, SNAP availability, and educational resources can be extremely helpful. If you suspect a child is being abused, please contact the Child Abuse Hotline at 1-855-503-(SAFE)7233.

Dear colleagues, partners, and neighbors across Oregon,
Trauma Informed Oregon (TIO) is OPEN—don’t worry, not physically open. We are absolutely following physical distancing to flatten the curve, to protect others, and to respect the great sacrifices that so many are making. We have been in touch with many groups on their thinking about Coronavirus and COVID-19 responses through a trauma-informed (TI) lens and how this is happening across sectors and regions in the state.
This is uncharted territory; however, the principles, knowledge, and practices of trauma informed care (TIC)<http://4et16.r.ah.d.sendibm4.com/mk/cl/f/7Y-Cp2YCqEdjvaSg3lpEpk7RVSfAz0aVxOlqV97FVidw_f0tXt_mhgj_wcAz_ExZC_kaubvTIGUlzvgJYLuaZjchlUDDW6H67bCkEGrvfDa7ZbMv4wn3scSgsV4U78R--Y3HhYnFdOeIO9-S7uv4fg-DvVvqJ8ARfQkyNdq8Bw6jASYQVbPdfS2c86JGQNax3wZs1wNt7dPvTSr4YH6044LMI1h-UCG-az0VSaAevUc> can help us in our efforts to reduce the impact of the acute stress, to prevent unnecessary trauma-inducing policies, to mitigate and respond to the long-term impacts of toxic stress, and to prepare for healing and repair as this evolves. We do this work by centering diversity, equity, and inclusion knowing that although we are all experiencing this, the impact and needs will be different across communities.
I am focused on how
* we maintain social connection as this is a significant buffer to toxic stress,
* we think about the immediate needs but also the long-term needs of this event,
* we support those for whom there is no house or their home is not safe,
* we can support leaders to best support staff and communities.
More than anything I am focused on how Trauma Informed Oregon can be supportive to you.
Ways We Can Support You
Address your questions about trauma informed approaches and COVID-19 responses. Seriously, ask us any questions. How do I talk to my kids about this? How do I connect with my 80-year-old aunt in a different state? How do I monitor my staff’s coping remotely? How do I communicate to staff in a way that doesn’t overwhelm them?
1. Track down resources. Do you need a TIP sheet or have ideas about something specific? Let us know and we will work on it. I need a script for telling staff about the change in command. I need a tip sheet to give teachers about how and why they need to be in touch with students. I need a tip sheet on safe technology to connect youth. I need messaging in Spanish.
2. Highlight the TI work you are doing. Do you have something good you’d like to share? Rural strategies? School-based strategies? Peer support? If something is working, let us know and we can share with others. It is an active learning experience!
Send questions and thoughts to info at traumainformedoregon.org<mailto:info at traumainformedoregon.org>. If we don’t have the answer we will find it or let you know.
What We're Working On
* Updating the TIO homepage<http://4et16.r.ah.d.sendibm4.com/mk/cl/f/Iz2o4S4m8nMmoAfCka0EMXkwgkTLZDsl6mvg_DYoiqVNqTOLYRxzpXYhNV2aYIueZ-idJ-stCs5FPYTm-bKTWF7KQcLZcIgg0ZA36KywSFXSNnFgbaZVe-0iCOx0QiWrW_-gT-ZvYEs6-P4UgybfeIz87Y3DKfiUmnyj24VpCvyLNw> regularly. This will include strategies, things to think about, and sector specific ideas for Trauma-Informed COVID-19 responses.
* “Virtual office hours” – Starting Thursday, March 19, 2020 we will be holding virtual office hours on Mondays 3:30-5:00 p.m. and Thursdays 8:30-10:00 a.m. TIO staff will be here to field questions, think through situations, and promote connection and support. Jump in anytime for as long as needed. We’ll try it out for a few weeks and see how it goes. See our Community Incident Response page<http://4et16.r.ah.d.sendibm4.com/mk/cl/f/yBda13Bhz9b-AkmDncqbGXiZhr1SPWwcR4oRzncY0N8aUIkyjhTFe91ZEdROYIc6KVkN9ONR4iXqw-vNGtl7jfbQVsCrbCKmTTxDZ8DOuhF_InZ1f6ft28ycP7Aen6YP3rK5HaC009RDP9eWeSLwt29djicPFVSbIL86w3mrDjssnjGRAg6WxXkwoaQzd--RozLNvNeX6GXuTWkIlYkxtw> for the Zoom link. If you aren’t up for Zooming and you need time to talk through a situation at your organization, within your system, or in your community, please email us at info at traumainformedoregon.org<mailto:https://traumainformedoregon.org/> and we can set that up.
* FAQs regarding TIC and COVID-19 will be collected and made available. We will update resources but want to help with the application of all of this as well.

Technology as a Tool for Advocacy: Accessible and Safe Use of Technology to Serve Survivors with Disabilities During COVID-19 and Beyond
Date: April 21, 2020
Time: 2:00-3:30 pm ET
About this Webinar
The pandemic of COVID-19 is requiring programs to rapidly adapt their advocacy for survivors of domestic and sexual violence. The creative use of technology to serve survivors creates an opportunity to develop an approach to advocacy that can benefit survivors with disabilities and Deaf survivors in the long term. As these adaptations are taking place, it is critical to ensure both the safety and accessibility of the tools being used. Thoughtful implementation of accessible technology now can permanently transform advocacy for survivors with disabilities and Deaf survivors. In this webinar, Rachel Gibson with the National Network to End Domestic Violence’s Safety Net Team will review best practices for using technology to ensure that it is safe, accessible, and confidential for all.
