Onboarding: A Key Tool in Multidisciplinary Team Success and Engagement
Western Regional Children’s Advocacy Center (WRCAC) is committed to strengthening multidisciplinary teams (MDTs) and children’s advocacy centers (CACs) in our region and across the country with our collaborative partners. As part of our work, we are helping CACs in our region understand some of the recent updates to the National Children’s Alliance’s (NCA’s) accreditation standards<https://r20.rs6.net/tn.jsp?f=0014FcmTbONnSE_ozzZExtVsguoeY32uKzUBYu-6Cz940ytpKfnBCpdbFJwr1zqvtpKNnx-NxW7MA-p0NPdLrer8PkQVD2MjQ9lNOapKf1gIP1AAhPHKmiifCMR9SogQCSK4y0iOHsdnjj4eOci-0lSWu_RBFXmSEw6mOIVukAr9LgPM70KcfFKtnYkCUMZ0ufN8CcDyFkNLL4wcL7sH9qNETyoLYlyrKxxv11iXCAvsOyPavXW0uHk8swPF_hCD8O5&c=mEglxEmy6wbNfPRy6nMLqefQhFiGqAPrgvLb5nhi9vetubfyIDzblw==&ch=3dPLrbPnIaXnptsgtukqX8oFvoUlF9Tr-w96Iw1lxZsPbRnWd2JIQw==> that went into effect in January of 2023.
There are several updates and additions across the ten standards. However, it is important to note that the updated standards reflect an increased focus on the role of the MDT facilitator and the MDT overall. One of the newest additions to the standards relates to the onboarding of new MDT members. Essential Component J under Standard 1 states: “The CAC/MDT provides formal orientation for new MDT members regarding CAC/MDT process, policies and procedures, and code of conduct” (NCA, 2023).
Onboarding or orienting new MDT members in a formal way to the multidisciplinary team process and protocol is crucial to the overall team’s development and success. Onboarding helps with:
· Integration - A formalized onboarding process for new team members helps them feel welcomed, supported and part of the organization (Scott, Charles PR, et al., 2022). Orientation sets the stage for a positive experience with team members and is an opportunity to introduce your team members to your protocol, memorandum of understanding (MOU) and code of conduct.
· Engagement - Effective onboarding helps new team members feel supported, engaged, and connected to the team. This in turn helps with team member retention, greater satisfaction of team members and team success. It can also help with team member resilience as team members start to develop social connections and share knowledge and experience with one another (Scott, Charles PR, et al., 2022).
· Relationship Building - Onboarding helps new team members start building relationships with their colleagues. If you can incorporate several disciplines in the onboarding process, individuals have an opportunity to get to know more of their team members and stakeholders. Building relationships is essential in building trust, psychological safety, and collaboration on a team.
· Fostering Shared Goals and Purpose - As individuals, we each have our own reason or “why” we chose to be part of this work. Purpose and goals are what not only drive individuals, but teams as well. Onboarding is a great time to get to know the new team member’s “why,” but also, to share with them the goals and purpose of the MDT. Some teams may have their own mission or purpose statements, and this would be an opportune time to build excitement around that mission, your goals, purpose, etc.… Share information about how MDTs got started and how being part of one means that they are now part of an expanding national movement to better help children who experience abuse.
What Onboarding Can Look Like
Onboarding can and will look different for every CAC<https://r20.rs6.net/tn.jsp?f=0014FcmTbONnSE_ozzZExtVsguoeY32uKzUBYu-6Cz940ytpKfnBCpdbE8G4We9j-g2fIllnZJxjw7O5L0Qh_w_eDaRAm2KKRBn60Qo6bGbGZHGzb7Jq4m28H8P4F-JORYDhCq0w7Zd2I9hUkgFwymvvuWP9HZNXZyq3Vk2s39K3KZCULiHwzqBTLEd7tHTRBwE&c=mEglxEmy6wbNfPRy6nMLqefQhFiGqAPrgvLb5nhi9vetubfyIDzblw==&ch=3dPLrbPnIaXnptsgtukqX8oFvoUlF9Tr-w96Iw1lxZsPbRnWd2JIQw==> or MDT. How often a CAC orients team members will depend on the amount of turnover a team may have, but it is never a bad idea to ask current members to participate in the onboarding process either by helping present information or being available to answer questions. This helps with buy-in because then those team members feel valued and that they have a true role in the process.

1. Welcome and Orientation - Introduce your team members and CAC staff, conduct a tour of the CAC, share an overview of the MDT approach, and emphasize the importance of collaboration and coordination for the child and family, but also for the team members. Some MDTs have an orientation manual that they share with new team members. This manual can give an overview of the MDT process and often includes a list of frequently used acronyms. Acronyms can always be challenging for both new and experienced MDT members, so, a list of those is especially helpful. 2. Roles and Responsibilities - Clearly define the roles, responsibilities, and expectations for each discipline. Take this time to help new team members understand how their role fits in the larger context of the MDT and CAC. Provide copies of the protocol, MOU, Code of Conduct, and any other documents important to your team.

3. Information Sharing - Include how information is shared between team members and what is expected from the new team member in terms of information sharing. 4. Case Review - Onboarding is the best time to help your new team members understand the importance and value of case review. You can share with new team members what the case review process looks like and emphasize the importance of MDT collaboration throughout the life of a case. Something you may want to consider is creating a video of a mock case review or videoing your team’s case review to show during onboarding. 5. Access to Training and Support - Take this opportunity to share what ongoing training and resources may be available to support your new team members. 6. Answer Questions - Onboarding is a wonderful time to address any questions that new team members may have. Coming onto a new team can be overwhelming for some, so, make sure you take time to address any of their concerns and questions related to the team, processes, CAC, etc. Knowing that they have someone to go to about the process itself can be reassuring for new team members, so, just the fact of being available for ongoing check-ins or questions can be helpful.
Remember that onboarding is an ongoing process. It can help you establish trust and psychological safety on the team. According to Google, psychological safety is the most important element for team success (Duhigg, 2016). According to Scott, Charles PR, et al. (2022), onboarding is what makes organizational outsiders become insiders and that is essential to developing a true sense of community and team. Onboarding should include regular communication, feedback, and professional development opportunities. This helps team members feel engaged, supported, and prepared to effectively contribute to being part of the MDT. MDTs are at the heart of the work we do, so, we encourage you to actively onboard your team members and continue to provide opportunities for current team members to better understand the process and their roles.

[Adam Becenti, Director]I hope this message finds you all having a great summer. I have been spending much of my time traveling throughout Oregon visiting the Nine Tribes in different capacities.
In June and July, I had the privilege to meet with leaders from the Confederated Tribes of Grand Ronde and Siletz where we discussed strengthening partnership and transparency. Last week I had a chance to attend the Human Solidarity Training in Chiloquin, OR hosted by the Klamath Tribes. The training facilitated by Soul Focus, discussed how relationships and human connection can be effective ways to address racism, inequities, and division amongst communities. I was joined by Child Welfare and Self-Sufficiency Staff from Districts 8,9,10,11, and 12.

I also want to congratulate Aprille Flint-Gerner as the permanent Child Welfare Director as well as Claire Seguin as the permanent director of Self-Sufficiency Programs. I look forward to continuing our partnership in serving Tribal children, families, and elders. Both Aprille and Claire have demonstrated unwavering commitment to serve Tribes and collaboration with the Office of Tribal Affairs to build equitable and accessible services

As we move into August, I look forward to the quarterly Indian Child Welfare Act Advisory Council meeting hosted by the Confederated Tribes of Siletz. We will be celebrating the recent Supreme Court decision upholding the constitutionality of the Indian Child Welfare Act and plan to use the positive momentum to address the over-representation of Tribal children in the system.
I also want to remind folks the 2023 Tribal-State ICWA Conference is on September 27-29 co-hosted by the Confederated Tribes of Grand Ronde at Spirit Mountain Casino. If ODHS Staff are interested in attending, please reach out to your supervisor as allocations have been sent. Registration and hotel information will be shared very soon!

District Spotlight: District 1 – Clatsop, Tillamook, Columbia Counties
Under the leadership of Tim Cork Wayne and Tira McLaughlin, the District 1 Child Welfare and Self-Sufficiency programs have been hard at work re-evaluating their approach with how they engage Tribal families and Tribal Nations. They remain in the beginning stages of their work with a commitment to keep doing better. Read on to see some of the changes they have already made:
* Tribal Liaison Workers: Worked with Central Office to expand and create positions that are unique to the needs of District 1. These lead positions receive a differential which shows the respect toward the staff that are focusing their time, energy, and passion in the work. The Tribal Liaisons have been purposefully drawn from each of the programs: CPS, Permanency, Certification, and SSP. They staff every case that is ICWA/ORICWA that falls into their specific specialization, and provide support and feedback to the assigned worker, manager, and support staff who are a part of the case. They provide Spot Audits, trainings, and help with active efforts and Tribal collaboration. They also make regular outreach efforts to individual Tribes to formalize their relationship and work on building stronger bonds.
* Accountability: Working in partnership with the Office of Tribal Affairs we have created a new staffing form designed to support and promote the correct application of ICWA/ORICWA once a case transitions to permanency. This form creates an open dialogue that helps identify in house training opportunities, accountability at every level for staff working on the case, and allows the Office of Tribal Affairs access to help identify different areas we may be struggling with in meeting ICWA expectations. The form also creates an opportunity to follow a family throughout their journey with our agency to ensure compliance with ICWA/ORICWA.
* Learning Opportunities: A training series has been created in coordination with the Office of Tribal Affairs that ensures that staff receive a broad basic understanding of ICWA/ORICWA. This includes videos that were created using Tribal voices and put together by Tribal voices. Every new hire is being assigned this training and we are tracking in Workday Learn to ensure completion of the series. They also hosted an all-day event for Child Welfare and Self-Sufficiency Program in partnership with the Office of Tribal Affairs. This event walked workers through the why of ICWA/ORICWA, deep dive into active efforts and a general Q&A discussion. This event was the first step in many future educational opportunities that will be offered for staff.
* Competency: Each Child Welfare and Self-Sufficiency office in District 1 now features a map without shows the location of each Oregon Tribal Nation and basic information about the Oregon Tribe. Managers are regularly testing employees on their ability to name each Oregon Tribe from memory and being able to point to the Oregon Tribe’s location on a map. As staff grow in their knowledge questions staff will need to answer will include information about each Oregon Tribe. This is a project that will continue to grow. 183 of the 364 employees in D1 attended the Portraits in Red art exhibition. This led to many in depth discussions where staff processed what the exhibition meant to them and how it impacted the way they view how they serve the community.
* Relationship Building: The district actively participated in the Western Bi-Annual, which historically D1 has not shown much of a presence, and have coordinated efforts to reach out and engage personally more with not only the Tribes that are located near D1, but throughout the state.
The staff, supervisors and managers remain committed to enhancing service to Tribal families and Tribal Nations and remain committed to growing in their knowledge and understanding of Tribal history, ICWA/ORICWA and broadening their knowledge of Tribal Nations.

Family Preservation
The Oregon Department of Human Services (ODHS) and the Office of Tribal Affairs is excited to share the announcement of five additional new Family Preservation demonstration sites to our collaborative partnership between Child Welfare (CW) and Self Sufficiency Programs (SSP)! The new and current sites intersect with service areas of many of the Nine Tribes of Oregon, including two Portland-Metro sites that serve a diverse number of Tribal children and families.
Three demonstration sites were launched in March of 2022. Over the past year, so much has been learned about how to work across programs to best support and collaborate with families, while being culturally responsive to the needs and backgrounds in each community. The expansion of these efforts in new locations will strengthen community relationships and build networks of support for families as ODHS continues to learn and enhance services.
We wanted to share the new sites with all the Nine Tribes of Oregon as these programs are available to Tribal children and families in these respective districts. The new demonstration sites are in District 2 at the Gresham Branch within the Portland Metro area and four sites within District 3- Polk County, District 7 Coos and Curry Counties, District 8 Jackson and Josephine Counties, and District 16 Washington County. They join our current sites in Klamath, Douglas, and Alberta Branch-Multnomah Counties. As these new sites are established, the work to equitably apply the Family Preservation approach will grow through each local office. As we move forward, we’ll continue a culturally responsive and trauma-informed approach, with services tailored to the needs of families, Tribes and communities. As always, our goal is to stabilize families and keep children safe in their homes and communities.

The application for October 2023 Oregon Child Forensic Interview Training (OCFIT) is now OPEN! This training will be held IN-PERSON in Medford, OR, from October 23-27, 2023. Applicants will be notified by Monday, September 18th of acceptance or waitlist status.

To be considered for enrollment, all applicants must ensure the following steps are completed:
1. Fill out the online application in its entirety via the above link. All applications must be signed by the applicant.
3. Their supervisor will receive an email (and a text if cell phone is provided) that prompts their signature. All applications must be signed by the applicant's supervisor.
4. The MDT Chair of the applicant's county will receive an email (and a text if cell phone is provided) that prompts their signature. All applications must be signed by the Chair of the participant's county MDT.
4. The applicant can pay with a credit card while applying or can indicate they will send a check (70 SW Century Drive Suite 100 PMB 345, Bend, OR 97702). They can also designate someone else that is responsible for payment (e.g. their supervisor/the payor in their branch). Their indicated payor will then receive a follow-up email. Payment must be received by the application deadline in order to be considered for enrollment.
