Partnering with CPS to Investigate Crimes Against Children
April 26, 2023 | 1:00 pm - 2:30 pm CT
Child Protective Services (CPS) balances investigations and social work to keep vulnerable children, youth, and families safe and healthy. CPS often partners with Law Enforcement and other multi-disciplinary team members in cases involving severe child abuse (sexual abuse, physical abuse, child death) as well as cases involving the use, selling, or manufacturing of drugs. CPS plays a crucial role in making decisions to ensure that all children in a family are safe. Understanding the benefits of partnering with CPS and how to navigate the barriers will produce better outcomes for child maltreatment cases.

More from Anne Seymour’s Missives
* The National Children’s Alliance has helpful resources<https://www.nationalchildrensalliance.org/itsyourbusiness/> for its #ItsYourBusiness campaign, to increase awareness about and reporting of child abuse. And this three-minute video<https://www.youtube.com/watch?v=g0bLafgwZHs> provides a good overview of this important initiative.
* A new journal publication shared by the National Child Traumatic Stress Network (NCTSN): Development of a Differential Assessment Guide to Improve Engagement with Youths & Families Living with Chronic Trauma<https://link.springer.com/epdf/10.1007/s40653-022-00479-w?sharing_token=AAMk-n7qvITB-dIuikrSI_e4RwlQNchNByi7wbcMAY5uswofNUPhX9gAjOR-c94o09tz9NY151W651O4E28ARrHKpPrsnC5GFUYDYs0A1wBdeKPC04bEkmTyhX-ZfDg6dGH3L67gPcmGe9Jcc3ZOTUKlVMljX0o0U9FcfQWNEx8=> “authored by Richard Kagan, Jana Pressley, Rosa Espinoza, Cheryl Lanktree, Jim Henry, Angel Knoverek, Sophia Duffy, Victor Labruna, Mandy Habib, Margaret Blaustein, and Joseph Spinazzola, discusses youth and parents/caregivers who have experienced multiple forms of severe interpersonal trauma and how they may demonstrate severe and persistent symptoms of complex trauma including high-risk behaviors. Engagement, and sustaining engagement, of these youths and parents/caregivers in evidence-supported trauma treatment is a critical challenge, especially when youths or parents/caregivers have experienced chronic traumas that may be expected to continue into the foreseeable future. An extensive literature review was conducted leading to development of an assessment framework that could increase engagement of youths and parents/caregivers in trauma treatment based on research on chronic trauma, complex trauma, Developmental Trauma Disorder (DTD), and factors that promote engagement. A multi-dimensional assessment guide was developed to enable clinicians to differentiate types of chronic trauma based on a continuum of past, current and expected exposure over time and then to use this guide collaboratively with youths and parents/caregivers to develop priorities for treatment and service planning that matches their needs and strengths. The assessment guide incorporates exposure to intra-familial and community forms of interpersonal trauma, attachment disruptions, established symptoms of PTSD, Complex PTSD and DTD, as well as social-emotional development. The assessment and treatment planning guides proposed in this article expand applicability of evidence-supported trauma-informed therapy to youths and families who have not been engaged by programs offering treatments that are focused on past or single incident traumas or do not address disrupted attachments, multi-generational experiences of adversity, discrimination and community violence, life-threatening dangers or the impact of chronic trauma on youth, parent/caregiver and family development.”
* OVC’s Child Victims and Witnesses Support Materials<https://ovc.ojp.gov/child-victims-and-witnesses-support> offer age appropriate resources to support children and youth during their involvement with the justice system as a victim or witness to a crime. “A set of these materials were created by national experts and young trafficking survivors to support youth who are victims or witnesses in cases of human trafficking. Originally released as graphic novels in January 2022, new audiobook versions of these materials are now available here<https://ovc.ojp.gov/news/announcements/audiobooks-available-help-young-survivors-human-trafficking>.

Today the National Center for Missing & Exploited Children is officially launching an exciting new tool for survivors of online child sexual abuse. The groundbreaking platform, aptly named, Take It Down<https://go.missingkids.org/e/808593/2023-02-27/57c8kc/452720254?h=1dcLC8tlw55Hm2BvAf6OmKM2QAzm2TfFL4gBrOOoj24>, allows users from around the world to submit a case to help remove nude, partially nude, or sexually explicit photos and videos depicting a child under 18 years old from the surfaces of participating electronic service providers.
A new public service announcement, produced by NCMEC and created by award winning ad agency, VCCP, focuses on the theme of moving forward. This new PSA will appear on television and platforms that kids frequent to ensure they are receiving the message directly. We cannot go back and change what happened, but we can help you move forward.

You can watch a preview of the new PSA here.<https://go.missingkids.org/e/808593/pAaXbBzVdJE/57c8kg/452720254?h=1dcLC8tlw55Hm2BvAf6OmKM2QAzm2TfFL4gBrOOoj24>

When tech platforms sign up to participate, they are provided these hash values so they can detect and remove the imagery on their public or unencrypted sites and apps. This all happens without the image or video ever leaving a device or anyone viewing it. At launch, Facebook, Instagram, MindGeek, OnlyFans and Yubo are participating in the new program. We hope to have many more join soon!
Since the initial launch in the end of December 2022, more than 200 cases have been submitted. We hope that you will join us in spreading the word about this exciting new tool! Please share this with the parents and trusted adults in your life and encourage them to do the same, to help us expand on programs like Take it Down and reach even more at-risk teens.

Sextortion using technology is an increasing trend seen by law enforcement. Sextortion refers to the crime where someone employs an abuse of power, usually a threat to expose explicit images, in order to coerce a person to do something. This 1-day training will identify the methods and tactics used by offenders, and describe why youth are vulnerable to these tactics. The training will explain the long-term impact of these crimes on victims, offer a victim-centered response, and provide information on reporting these crimes to law enforcement, National Center for Missing and Exploited Children and the electronic service provider(s). This course will conclude with identifying effective Sextortion prevention messages for youth, parents and educators.
