AG Rosenblum to Congress: Stabilize Funding to Support Crime Victims and Survivors

Salem, Ore. – Attorney General Ellen Rosenblum, along with 40 attorneys general nationwide, sent a letter today urging the United States Congress to authorize much-needed 2024 bridge funding for the federal Crime Victims Fund (the “VOCA Fund.”)

The VOCA Fund supports essential direct services for crime victims and survivors throughout the country, including in Oregon. These services can include medical care, mental health counseling, lost wages, courtroom advocacy and temporary housing. VOCA funds also provide support for important initiatives, including state and tribal victim service programs and grant awards to lifesaving programs such as temporary shelters for survivors of domestic violence.

According to the U.S. Department of Justice’s Office for Victims of Crime, projected fiscal year 2024 funding for victim service grants will be $700 million lower than fiscal year 2023.

“Supporting crime victims and survivors is central to our mission at the Oregon Department of Justice. In fact, we have an entire Division devoted to this work. CVSSD (Crime Victim and Survivor Services Division) defends victims’ rights, helps them cover crime-related costs, provides trainings, funds grantees, and ensures victims’ and survivors voices are heard statewide. VOCA funding is absolutely essential to our ability to help people at this most challenging, scary time in their lives,” said Attorney General Rosenblum.

In Oregon, VOCA funds distributed through the Oregon Department of Justice help support 38 non-profit domestic and sexual violence services programs, victim assistance programs in 36 district attorney’s offices and 2 city attorney’s offices, 21 child advocacy centers, 11 culturally specific victim service programs, 8 Tribal Nation programs, and 28 population specific victim services programs.

The four-fold increase in VOCA funding Oregon received in 2016 marked the largest increase in victim services funding ODOJ had ever received, and the increase had a transformative effect on victim and survivor services across the state.  The potential decrease in VOCA funding projected for FY 24 will not only roll back the gains our state has made in the ensuing years, but destabilize the foundational funding provided to essential victim service programs for well over a decade.

Established by the Victims of Crime Act of 1984, the VOCA Fund is the primary financial source for victim services in all 50 states, five U.S. territories, and the District of Columbia. In 2021, Congress passed the VOCA Fix Act, which allowed monetary recoveries from federal deferred prosecutions and non-prosecution agreements to replenish the fund.

However, while the passage of the VOCA Fix Act was necessary, it was not sufficient to adequately shore up fund balances, which come primarily from costs assessed to offenders in federal court and not from taxes. In 2024 VOCA funding for crime victim service programs is anticipated to be 41% lower nationwide when compared to 2023 grant awards. Without prompt action by Congress, many victim service programs across the country may be forced to close—and would be unlikely to reopen.

“As Oregon’s AG and as president of the National Association of Attorneys General I am proud to be part of this bipartisan coalition. We are asking Congress to heed the urgency of the situation and recognize that looking out for crime victims and survivors is a core responsibility of federal and state government alike,” AG Rosenblum added.

Training Overview

CCAR focuses on developing first responders' knowledge of Oregon's child abuse response and covers a range of topics that are critical for anyone engaging with families where child abuse is suspected or known to have occurred. This training is recommended for all members of the child abuse multidisciplinary team and fulfills statutorily mandated training requirements related to the Oregon Department of Justice. CCAR includes topics like memory, trauma and why children tell.

This training is appropriate for professionals as well as any students preparing for a profession that responds to child maltreatment. Participants may include law enforcement, child protective service workers, school officials, medical professionals, mental health treatment providers, Children's Advocacy Center employees, juvenile department representatives, Court Appointed Special Advocates (CASA) or other organizations working with children and families.

In a trauma-informed organization, programs respond empathically to survivors’ needs, ensure their physical and emotional safety, develop realistic goals, and avoid re-traumatization. The Building Trauma-Informed Organizations training provides guidance on how your organization can become trauma-informed and how to modify policies and procedures to respond to trauma victims.

This training is designed for those responsible for designing and implementing their organization’s programs and policies.

Optimizing Well-Being and Boosting Productivity for CAC and MDT Professionals: The Positive Impact of Focusing on Single Tasks

Western Regional Children’s Advocacy Center (WRCAC) is committed to helping Children’s Advocacy Center (CAC) staff and multidisciplinary team (MDT) members find ways to strengthen their resiliency and focus on their vision and goals. However, as we all know, it is sometimes hard to stay focused on just one goal or task at a time. This Roundup issue looks at how multitasking may impact us in the field and provides some tips for creating space to focus and reduce the sense of overwhelm that can lead to burnout. Finding ways to reduce stress and burnout is essential to sustain the workforce of CACs and our partner organizations. We encourage you to share this information with your colleagues and team members.

For those of us who have had the experience of working at a CAC or in the child welfare field, we know what it is like to have to multitask or “wear many hats” as we often say. In fact, some of us have quite a collection of hats. It is rare that we get to just focus on one project or one case at a time. It simply is not a luxury many of us believe we have since resources and staffing are tight. However, what we are learning is that multitasking tends to cut down on our productivity and our ability to effectively deal with stress, which reduces our resiliency. In fact, according to Madore and Wagner (2019), we do not multitask or work on two or more tasks simultaneously despite believing we do. According to research, over 97% of the population does not have the ability to multitask and are not “supertaskers”, defined as those very few who can process and work on more than one thing at a time (Watson & Strayer, 2010). Instead, for most of us, our brains switch from task to task (Madore & Wagner, 2019).

The mere fact of working on multiple tasks at a time causes our brains to experience “switching costs” (Strobach et al., 2018). These switching costs occur as we move between tasks. This means that we use more time and mental energy to refocus on different tasks which often results in taking more time to complete each individual task. As a result, productivity goes down (Madore & Wagner, 2019).

Multitasking can also lead to a decline in the quality of the work that we produce (Madore & Wagner, 2019). Dividing our focus makes it challenging to give our best to any given project as it is more likely that details will be missed or mistakes will be made. Research tells us that we are 40% less effective when we are switching tasks (American Psychological Association, 2006). Switching tasks can also take a toll on other things in our lives as we experience less ability to focus on one thing at a time. For instance, our personal and professional relationships may be impacted as we struggle to focus on conversations with friends, family members, colleagues, and peers.

 Multitasking puts more stress on our brains, which leads to feelings of overwhelm. The brain can only handle so much information at one time. When the brain is overwhelmed with multiple tasks and constantly switching between tasks, it can trigger a stress response (Madore & Wagner, 2019). This stress impacts your physical and mental health which can contribute to anxiety and burnout on top of the stress we already experience working in this field.

Avoiding multitasking is not always easy. As we each experience more demands on our time in both our personal and professional lives, it often takes intentional practice to give ourselves space to focus. Here are some things you can try to help train your mind to focus on one task at a time.

1. Create a to-do list: Some people do this weekly or daily. List your tasks in order of importance to help you prioritize what needs to get done first. This can help in setting goals as well.

2. Create a parking lot list: Create a list of things that might need your attention but are not critical. Getting the tasks on paper helps you not forget them and helps free up space in your mind by having them written down.

3. Minimize distractions: Many of us are “connected” at all times and finding a way to create a quiet and focused workspace can be a challenge. Hearing or feeling a notification on your phone or getting a notice about a new email often causes us to shift our attention and get distracted. By silencing or turning off notifications for a time, you can create more space to focus on the tasks at hand. (Cherry, 2023)

4. Use technology wisely: There are several apps that will help you prioritize tasks as well as manage your time and workflow. Apps and programs like this can be helpful for some, but just be another distraction or thing to keep up with for others. Other apps may help you streamline your work. For instance, there are some AI tools now that can transcribe meetings, help create documents, etc.

5. Block your time: Time blocking means you dedicate time for a certain task. This allows you to keep your calendar from getting too full to be able to focus on tasks that need to be done versus meetings or other activities that can absorb much of your time. This can also help you batch tasks together to use your time more efficiently (Cherry, 2023).

6. Practice mindfulness: This is something we often hear about in terms of being an effective tool in addressing stress. Practicing mindfulness techniques such as meditation can also help with staying focused (Cherry, 2023).

7. Set boundaries: It may not be easy for everyone to learn how to say no, which can help set clear boundaries. However, a first step may be to communicate to colleagues your need for uninterrupted worktime or to set a rule for yourself in terms of the amount of time you will dedicate to meetings or other activities each day or week that take away from your time to work on tasks that need to be completed.

Joyce Prusak is a Training Specialist with Western Regional Children’s Advocacy Center (WRCAC). In this role, Joyce provides training and technical assistance focused on multidisciplinary teams (MDTs) and other issues related to strengthening the children’s advocacy center movement in the Western Region. Additionally, she works collaboratively on training and resources for MDT facilitators through WRCAC’s partnership with Regional Children’s Advocacy Centers across the country. Joyce has worked in the child advocacy field since 2007. She served as executive director of the Coffee County Children’s Advocacy Center for over fifteen years. During that time, she also served as Chair of the Children’s Advocacy Centers of Tennessee as well as interim director of the TN chapter. Joyce earned her bachelor’s degree in government from Georgetown University and her master’s degree in organizational leadership from Johns Hopkins University. Joyce spent the early days of her career life in Washington, D.C., on Capitol Hill and also worked on both state and national political campaigns.

skerr at rchsd.org <mailto:skerr at rchsd.org> Salli Kerr has over five years of experience as an Executive Director and CEO in the non-profit sector and was instrumental in the formation and accreditation of the state chapter of children’s advocacy centers in Nevada. As Executive Director, Salli led a multi-service center that housed the Nye County Children’s Advocacy Center, the Children’s Advocacy Centers of Nevada and other service organizations for victims of domestic violence, sexual assault, stalking and other crimes. Salli’s background of providing direct services, including foster-parenting, provides her with a unique perspective on the impact of trauma in the lives of victims and the positive influence that a coordinated response has on victims’ recovery and wellness.

On February 14 at 2:00 p.m. ET, the Office for Victims of Crime Training and Technical Assistance Center will present an online Expert Q&A discussion with Jayne A. Hitchcock on "Cyberstalking and Cyberbullying Among Teens.”

Cyberstalking involves repeated use of technology to contact and harass someone else, causing them to fear for their safety. Cyberstalking is a form of cyberbullying which occurs when someone uses technology to demean, inflict harm, or cause pain to another person through the use of computers, cell phones, and other electronic devices. Both are common among teens. What is the impact of cyberstalking and cyberbullying on teens? What can teachers and schools do to prevent or reduce their incidence? How do you report cyberstalking and cyberbullying? What laws are in place to protect teens?

Jayne A. Hitchcock

Jayne A. Hitchcock is a noted cyberbullying and cyberstalking expert and author. For more than 18 years, she has trained advocates and law enforcement, from the local to federal levels, and provided online safety seminars for the general public, online safety issues in the workplace seminars for employers, and served as keynote speaker at conferences throughout the world (recently in London). In addition, she offers a no-holds-barred talk for students about how what they do online can affect them in the future; she calls it "The Wild, Wild Web: The Internet Scared Straight." Within the United States, Ms. Hitchcock has talked to students of all ages, from 4th grade to high school as well as university and college students. With social networking such a huge issue, she believes it is important to let students know that what they do online now can and will be used against them in the future. In addition, she talks to parents about how to deal with online issues involving their children, and she provides information, tips, and resources. As president of two online safety organizations, Working to Halt Online Abuse at haltabuse.org, Ms. Hitchcock has firsthand knowledge and the capability to provide pertinent information without going over other people's heads.

New Resources for Implementing Telemental Health Networks

The need for access to mental health services has only increased in the last few years. Children's Advocacy Centers (CACs) can utilize telemental health (TMH) services to meet the mental health needs of their clients, especially those located in rural and frontier communities.

Telemental Health Network Implementation Resource Toolkit

This toolkit provides an overview of helpful CAC-focused resources to assist Chapters and CACs in implementing TMH programs. The toolkit includes resources and sample documents related to program development, recruitment, assessment, safety planning, and virtual delivery of evidence-based treatments. This document is informed by work done on WRCAC's Telemental Health Resource Center as well as support from Chapters and states doing TMH work.

The Health Resources & Services Adminstration recently announced the opportunity to apply for funding under the Behavioral Health Integration (BHI) Evidence Based Telehealth Network Program (EB-TNP).

The purpose of this program is to integrate behavioral health services into primary care settings using telehealth technology through telehealth networks and evaluate the effectiveness of such integration. Applicants are encouraged to propose novel ways to achieve equity in access to affordable, high-quality, culturally and linguistically appropriate telebehavioral care for rural and underserved patients across the U.S.
