ACP Application Assistant Update
June 2025
[A close up of a flower AI-generated content may be incorrect.]

Application Assistants (AAs) are experts in safety planning with victims and survivors. ACP is one tool in an overall comprehensive safety plan that can help meet some survivors’ safety needs. It provides a substitute address to keep a survivor’s new address a safe place from perpetrators. With the internet and new tracking technology, physical location and online safety are more challenging than ever. Here are some additional considerations to include in your safety planning toolbelt.

  * Oregon law requires that an ACP applicant “Resides at a location in this state that is not known by assailants or potential assailants.” Among other things, this means ensuring the location is not available in an online search. A simple online search with an applicant’s name and date of birth can help inform the advocate and applicant if the ACP should be considered as a possible/relevant safety tool.
  * The Oregon Department of Justice (ODOJ) How to Protect Your Personal Data handout<https://www.doj.state.or.us/wp-content/uploads/2025/01/DOJ-Privacy-Law-HowTo-Handout.pdf> explains how to keep private organizations from sharing your personal data.
  * ODOJ’s Consumer Privacy page<https://www.doj.state.or.us/consumer-protection/id-theft-data-breaches/privacy/> has more helpful tips related to data brokerage firms and data safety.
  * ODOJ’s anti-doxing guide<https://www.doj.state.or.us/wp-content/uploads/2023/06/Anti-Doxing-Safety-Guide.pdf> includes tips on social media safety, removing content from the internet, and data broker opt-out tools. The guide is available in 14 languages.
  * Safety planning with applicants should include discussion of:
     *   Caution with social media
     * Caution with deliveries from DoorDash, Uber Eats, Amazon, and other online companies
     *   Photo release opt outs
     * Data tagging that occurs in photos shared with family and friends
     * Use of Apple AirTags and other easily accessible, small tracking technology
     * Find My Phone features on cell phones
Participation in the ACP might impact services and opportunities otherwise available to the public.

  * Background checks for gun purchases require a residential address. While these records are not generally available on a website, the State of Oregon asks store owners to retain them with no further regulation.
  * Background checks for rentals or employment may present a need for further explanation and request for confidentiality.
  * Banks require a physical address. Negotiation may be necessary to use the services of a given bank as an ACP member. The ACP has an alternate physical address for participant use, but banks are not legally required to accept it.

Every day, child welfare professionals step into impossible situations—managing complex family dynamics, responding to crises, and carrying emotional weights that most of us can't imagine.

With caseloads growing and expectations rising, we're watching dedicated social workers, therapists, and caseworkers burn out at alarming rates. Some agencies are reporting turnover as high as 65%.

Behind these statistics are real people doing essential work who need—and deserve—better support. The solution isn't just about hiring more staff; it's about creating systems that sustain the caregivers so they can continue caring for others.

What you'll discover in our latest blog:

  * Three pillars of self-care that build resilience in high-stress roles
  * Organizational climate strategies that transform punishing environments into supportive ones
  * How trauma-informed organizational systems can prevent secondary traumatic stress
  * The real cost of turnover and why some agencies are reporting 65% staff departure rates

When we invest in the well-being of child welfare staff, we strengthen the entire system. The children and families who depend on these services deserve nothing less than a workforce that feels valued, equipped, and sustained.

Relief Nurseries: Supporting Children, Parents, and Communities
Recently, we took the opportunity to sit down with Marley Chavarria, our former Policy & Advocacy intern at OCO, to discuss her research project on Relief Nurseries—a lifeline in Oregon for families facing adversity.
Relief Nurseries are trauma-informed early childhood programs designed to prevent child abuse and neglect by providing comprehensive support to families in crisis, building resilience for children, and tools and strategies for parents and caregivers. Relief Nurseries provide:
· Early childhood education in a nurturing, therapeutic environment
· Parent education and counseling to strengthen care giving skills
· Crisis intervention and resources, such as housing assistance, food security, and mental health support
To learn more about the success and importance of Relief Nurseries and Marley's research, check out our blog for the full length interview!

Has your organization felt the impact of federal program cuts, or are you considering the possibility of deeper collaboration or perhaps even merging with another nonprofit? If this sounds familiar to you, we invite you to join us for a new five-part series designed to support your nonprofit during these challenging times.

NAO’s series, Facing the New Reality: Strategic Paths for Nonprofits<https://nqwo9nbab.cc.rs6.net/tn.jsp?f=001u96PlZ3NYnjcGRJSNESx26SmbBAChKTGyQWvhAEggOimakijJvLlEKQ1fSxcEUpuqYGSyRBhzAwB9agJcxVjsCUTVkMRUGsaN_mzz4icsgMV4dmjnuXP35i20CWl59BarOJai6D8SfYLj2S16q1EAojnPJQ7JTWtBEUsaZ3HWok2wwzm_1O5u4_cegxRzbeDaViWrwEA5L2xe0GIaVd8AesZotYb0_gvYfYuA8N8beQ=&c=hyrGqZL5vI1va2-HdbpU5WGZvpIY_NGu_i9bPyBYkFWrSn5pzJc2GQ==&ch=0N5EB-vALqHdyoneUL4UF49WGoivKsWkxFFOI-hTP4gtqWcaOJaXlw==>, offers five online trainings led by experienced experts from June 18th to July 30th. You can register for all five sessions or choose individual ones that suit your needs. If you know someone in your network who might benefit from this series, please feel free to share this email with them.

Sessions include:

June 18 – Strategic Decision Time: Sunset or Sustainability

Focus on the strategic decisions needed to be made if an org has lost more than 30% of its funding due to EOs or other government programs being cut (state, county, etc.) The session will help nonprofit executives radically rethink their organization’s sustainability.

June 25 – Business Remodeling for Sustainability

Challenges to funding and staffing have become all too commonplace in nonprofits in the past few years. Now, with system-wide cuts at the federal level to many core community programs, leaders are facing an unprecedented disruption for many nonprofits. This is not a situation that our sector can fundraise our way out of. It will take fundamental business remodeling and forecasting for multiple scenarios. This session will offer several strategies for nonprofits to successfully navigate this difficult situation.

July 9 – Reforecasting Financials in Times of Chaos

Now that the freezes have turned into real programmatic cuts and the end of specific federal funding sources, how to best apply the funds you have will be paramount in your future. Hoping that court orders may hold back some of these cuts or that you may be able to raise enough private funds to offset losses can be part of your plan, but they can’t be the whole plan. Tough decisions will need to be made on how to strategically manage your treasury going forward. NAO invites you to this strategic finance session to reforecast your budget in these chaotic times.

July 16 – Navigating Human Resources in Response to Federal Changes

Because our team members are our greatest assets, one of the most challenging decisions nonprofits that lose funding may face is staffing changes. As your organization grapples with program cuts, there are critical “dos” and “don’ts” when deciding how and when to furlough staff. There are also real needs that staff chosen to stay on will have from leadership. NAO invites you to this strategic Human Resources session to reforecast your staffing needs and support your team in these chaotic times.

July 30 – Responsible Sunsetting, Hibernation or Dissolution: The Dos and Don’ts

In some cases, there will be nonprofits that can see they will not be able to continue on their own, AND they run critically funded programs that still need to continue. How, in these chaotic times and under stressful conditions, does a nonprofit think through merging or sunsetting their organization to ensure critical programming endures? What critical steps need to be followed and what questions need to be answered to make these moves for program sustainability, even if that means the organization will sunset? This session will help answer these questions and give practical advice on what is needed from both the receiver and the giver of these types of scenarios.

Supervision Guidance Now Available
Supervision is key to preventing unintentional child injuries, particularly among children less than 6 years old. However, determining whether a child was supervised and if supervision was needed can be challenging for fatality review teams. Although the Pediatric National Fatality Review Case Reporting System (Pediatric NFR-CRS)’s data dictionary advises how to record supervision, the National Center often receives questions on how to complete the supervision questions in the Pediatric NFR-CRS.

In response to these queries and ongoing efforts to improve data quality and consistency in the Pediatric NFR-CRS, the National Center has developed a guidance document. “Documenting Supervision in the Pediatric National Fatality Review-Case Reporting System” is now available to read and download<https://ncfrp.us5.list-manage.com/track/click?u=4cdf76c24103d4aa09dbe9cc7&id=7959417777&e=5d2cd2fe8d>. It provides:

  * Definitions of supervision and supervisor.
  * Recommendations for completing the supervision priority variables.
  * Recommendations for circumstances that present challenges for determining supervision, including:
     *   Supervision of infants.
     *   Supervision of older children.
     * Supervision of children in motor vehicles.
     * Supervision when the manner of death is natural, homicide, or suicide.
     * Supervision when the child dies in the hospital.
     * Children left home alone, and siblings or other children as supervisors.
Resources for Prevention

These stories highlight real-life efforts to build suicide prevention infrastructure by state or territory.

Six essential elements make up the infrastructure: authorize, lead, partner, examine, build, and guide. Examples of success stories include a youth suicide prevention campaign launching in California and legislative efforts in Utah to require suicide prevention coordinator positions in their state government.

State Infrastructure Success Stories are now available as a resource for fatality and injury prevention professionals.
