Application Assistants (AAs) are experts in safety planning with victims and survivors. ACP is one tool in an overall comprehensive safety plan that can help meet some survivors’ safety needs. It provides a substitute address to keep a survivor’s new address a safe place from perpetrators. With the internet and new tracking technology, physical location and online safety are more challenging than ever. Here are some additional considerations to include in your safety planning toolbelt.
* Oregon law requires that an ACP applicant “Resides at a location in this state that is not known by assailants or potential assailants.” Among other things, this means ensuring the location is not available in an online search. A simple online search with an applicant’s name and date of birth can help inform the advocate and applicant if the ACP should be considered as a possible/relevant safety tool.
* The Oregon Department of Justice (ODOJ) How to Protect Your Personal Data handout<https://www.doj.state.or.us/wp-content/uploads/2025/01/DOJ-Privacy-Law-HowTo-Handout.pdf> explains how to keep private organizations from sharing your personal data.
* ODOJ’s Consumer Privacy page<https://www.doj.state.or.us/consumer-protection/id-theft-data-breaches/privacy/> has more helpful tips related to data brokerage firms and data safety.
* ODOJ’s anti-doxing guide<https://www.doj.state.or.us/wp-content/uploads/2023/06/Anti-Doxing-Safety-Guide.pdf> includes tips on social media safety, removing content from the internet, and data broker opt-out tools. The guide is available in 14 languages.
* Safety planning with applicants should include discussion of:
* Caution with social media
* Caution with deliveries from DoorDash, Uber Eats, Amazon, and other online companies
* Photo release opt outs
* Data tagging that occurs in photos shared with family and friends
* Use of Apple AirTags and other easily accessible, small tracking technology
* Find My Phone features on cell phones
Participation in the ACP might impact services and opportunities otherwise available to the public.
* Background checks for gun purchases require a residential address. While these records are not generally available on a website, the State of Oregon asks store owners to retain them with no further regulation.
* Background checks for rentals or employment may present a need for further explanation and request for confidentiality.
* Banks require a physical address. Negotiation may be necessary to use the services of a given bank as an ACP member. The ACP has an alternate physical address for participant use, but banks are not legally required to accept it.

Supervision Guidance Now Available
Supervision is key to preventing unintentional child injuries, particularly among children less than 6 years old. However, determining whether a child was supervised and if supervision was needed can be challenging for fatality review teams. Although the Pediatric National Fatality Review Case Reporting System (Pediatric NFR-CRS)’s data dictionary advises how to record supervision, the National Center often receives questions on how to complete the supervision questions in the Pediatric NFR-CRS.
In response to these queries and ongoing efforts to improve data quality and consistency in the Pediatric NFR-CRS, the National Center has developed a guidance document. “Documenting Supervision in the Pediatric National Fatality Review-Case Reporting System” is now available to read and download<https://ncfrp.us5.list-manage.com/track/click?u=4cdf76c24103d4aa09dbe9cc7&id=7959417777&e=5d2cd2fe8d>. It provides:
* Definitions of supervision and supervisor.
* Recommendations for completing the supervision priority variables.
* Recommendations for circumstances that present challenges for determining supervision, including:
* Supervision of infants.
* Supervision of older children.
* Supervision of children in motor vehicles.
* Supervision when the manner of death is natural, homicide, or suicide.
* Supervision when the child dies in the hospital.
* Children left home alone, and siblings or other children as supervisors.

New Resource from the Suicide Prevention Resource Center

These stories highlight real-life efforts to build suicide prevention infrastructure by state or territory.
Six essential elements make up the infrastructure: authorize, lead, partner, examine, build, and guide. Examples of success stories include a youth suicide prevention campaign launching in California and legislative efforts in Utah to require suicide prevention coordinator positions in their state government.
State Infrastructure Success Stories are now available as a resource for fatality and injury prevention professionals.
2024 Safe Sleep Summit Summary Report Now Available
