Oregon DOJ’s ICAC Task Force and the Southern Oregon Child Exploitation Team Makes Two Arrests, Executes Warrants in Jackson County
MEDFORD, OR – This week, the Oregon Department of Justice’s Internet Crimes Against Children (ICAC) Task Force worked with the Southern Oregon Child Exploitation Team (SOCET)<https://links-2.govdelivery.com/CL0/https:%2F%2Fwww.doj.state.or.us%2Fwp-content%2Fuploads%2F2025%2F09%2FSocet2.jpg/1/0101019959c272d4-3680d41c-f177-4e0a-930e-0d7fed411bfa-000000/uNNt2gGr2P-1FWAaHKWTqbPRR35_hW-L-lq0zflBNaQ=423> to execute several search warrants. The operation resulted in two arrests <https://links-2.govdelivery.com/CL0/https:%2F%2Fwww.doj.state.or.us%2Fwp-content%2Fuploads%2F2025%2F09%2FSocet3.jpg/1/0101019959c272d4-3680d41c-f177-4e0a-930e-0d7fed411bfa-000000/yNevUAtrquYBl2lrefgp48CTSAGXlDfYgZAfza7FHNo=423> connected to an ongoing investigation into child sexual abuse material being traded online.
Preliminary findings indicate more than a thousand images and videos were exchanged over social media platforms. Materials include content ranging from children being coerced into sexually explicit posing to depictions of children being violently assaulted. In one case, an individual had communicated online about abusing a very young child.

Orgon Attorney General Dan Rayfield emphasized the importance of coordinated law enforcement efforts in combating crimes that target the state’s most vulnerable residents:
“The crimes being investigated here are among the most disturbing imaginable. Every image represents the exploitation of a child, and every child deserves to be safe from this kind of harm,” said Attorney General Rayfield. “I’m grateful for the dedication of our investigators, local law enforcement, and federal partners who work tirelessly to protect kids in Oregon and hold offenders accountable.”

Investigators seized multiple electronic devices, which will undergo forensic analysis, and the evidence will be referred to prosecutors for review.
In White City, officers arrested Eddie Lukon Stith at an address on Avenue H on an outstanding warrant from Spokane, Washington, for sexual exploitation of a minor. An Oregon investigation involving Stith is also still underway.
In Medford, investigators arrested Matthew Mario Maya at an address on Table Rock Road on 10 new counts of Encouraging Child Sex Abuse in the First Degree. Maya is already awaiting trial on similar charges from a previous SOCET investigation, though these new charges are separate from the previous investigation.
Investigators are continuing to examine seized devices and interview witnesses as the investigation moves forward. No further details will be released at this time.

CCAR focuses on the field response to child abuse and will help you better understand the forensic interview process, best practices for field interviewing and gathering minimal facts, and how to work with children's advocacy centers (CAC).

SPOTLIGHT ON THE ILLINOIS DEC ALLIANCE

NADEC has been instrumental in giving me the tools and guidance to bring attention to the need of not only drug endangered children in Illinois, but also children who are forced into familial sex trafficking for the purpose of securing drugs. From providing the DEC Train-the-Trainer training to slides to expert guidance and support, they have answered my frequent questions and given me feedback that is invaluable from a national viewpoint.
The following case study is a clear demonstration of the impact collaboration among community services and organizations can make.
HELPING A FATHER AND HIS CHILDREN
A young father was a participant in drug court for almost a year when he was called by CPS in another state to ask if he would be willing to take custody of his two elementary school aged children. The children’s mother was arrested for drug charges and was facing time in prison, and CPS did not want to put the children in foster care. As the father was successful with his drug court participation, it seemed a good fit. The drug court reached out to me as a DEC trainer and asked for help with this situation. The father was still new to sobriety after years of drug use, and the drug court knew that his success would now depend on having appropriate supports in place to help him succeed in being a parent, something that this young father knew nothing about. The drug court team had been through a brief DEC training at a conference within the last year, so they understood the big picture of caring for not only the father but also the children.
Within hours of receiving his children, the drug court authorized financial assistance from their 501c3 organizational funds to help him with needs such as beds, clothing, groceries, and more. I was asked to oversee the funds and assist with needed purchases, as well as help connect the father to community resources such as Medicaid, Project Child (daycare assistance), school registration, and other local resources that would provide much needed practical help.
Throughout the following weeks, the children exhibited the typical effects of having lived in a drug endangered environment, many of which were frustrating to this new father. During our many conversations, I was able to share with him why the children were acting the way they were and how he could appropriately deal with those actions. He said, “I never thought about what the KIDS went through while living in that situation. What you are saying makes sense.” Over several months, as he implemented some of the appropriate parenting actions to deal with their behaviors, the children made vast improvements in their well-being and behaviors. Although not perfect, the whole family is working toward healing and healthy living because of the collaboration between a DEC educated drug court and other the helpful hands of those who are also DEC educated. Education, understanding, and collaboration at its best!

The NCA Leadership Conference is a hybrid event with options for attendees and presenters to join in person in Washington, D.C., or online. This year, we're adding new session tracks for Mental Health and Workforce Development, so there are even more opportunities to share your expertise in developing programs and delivering outcomes. Calling all virtual presenters! No need to travel
We love our in-person conference crowd, but travel and hotels can be expensive and time-consuming for presenters and learners. That's why we've invested in making our virtual conference a real experience for our hundreds of virtual attendees where their learning needs come first.
While all in-person workshops are pre-recorded for virtual attendees and all registrants to enjoy for three months after the conference, we aim to have at least one live, virtual-only session per breakout period. Attendees get live Q&A and the chance to attend live exercises and breakout rooms. If you're booked or don't have the travel budget, consider submitting your abstract for a live-virtual session!

The target audience for workshops is administrators, coordinators, and board members of Children’s Advocacy Centers (CACs), State Chapters, and multidisciplinary teams. However, we encourage presenters with relevant expertise from any background to submit abstracts for presentation.
Please also consider who else you know with the expertise to elevate practice in our field and forward this message to them. We are seeking the best ideas from multidisciplinary team professionals, child welfare researchers, and experts in the space, even businesspeople who serve CACs with knowledge of products and practices that can improve the CAC response to children and families.

Research provides some clarification of reasons why a child may need more than one interview and limited recommendations for implementation, leaving forensic interviewers and their investigative partners with little clarity about how to apply this information to day-to-day practice. Children with neuro-divergent disorders such as ASD are at an increased risk of child maltreatment. This population presents challenges for forensic interviewers as there is great variability in functioning including unique memory and cognitive processes, linguistic style, understanding and expression of emotions, and forming connections with others. Many of these children can provide information about their experiences if the interviewer is able to adapt questioning approaches and the interview strategies to meet the needs of this child. Preparation and flexibility are key. While providing a review of possible domains of impact on functioning, this training will focus on tips for information gathering, preparation with the investigative partners to set reasonable expectations, and adaptations to questioning strategies and interview phases.
