[MyOEBB] OEBB Processes-New Entities, Existing Entities with New Groups, and Existing Entites without Group Additions

OEBB is preparing for Open Enrollment 2010. We anticipate new
educational entities will join OEBB, existing educational entities will
have new employee groups participating, and existing educational
entities will participate without any employee group additions. With
this in mind, we have developed a process for each scenario below.
Please take the time to read the section below that pertains to your
entity and follow those directions.

New Educational Entity Process-This means your entity has never
participated with OEBB in the past. This is your very first Open
Enrollment with OEBB.
PROCESSES THAT MUST BE COMPLETED BY MAY 15, 2010 for New Educational
Entities
1. Please provide OEBB with a Letter of Participation on entity
letterhead which states the following:
a. Contact Info for Educational Entity
b. Entity Number (ODE Institution Number)
c. Employment Groups Participating for 2010
(Administrative, Classified, Licensed, Confidential, etc.)
d. Number of employees in each group including Early
Retirees and COBRA
e. What benefit plans you want to offer (Medical, Dental,
Vision, Life, AD&D, Short-term Disability, Long-term Disability,
Long-term Care, Employee Assistance Program)
f. This letter must be signed by an educational entity
official
2. Contact Rose Mann to schedule an Insurance Committee Meeting
(Insurance Committee or group informational meetings must be scheduled
to take place between May 1 and June 14, 2010): rose.mann at state.or.us
3. Contact Debbie Radish for MyOEBB benefit management system
training: debra.radish at state.or.us
Processes THAT must be completed by May 31, 2010 for New Educational
Entities
1. Complete and return the attached Rules Selection Form 2010
(Overage dependent age range will be from age 19 through 25)
2. Complete and return the attached Member Types Form 2010 (fill
out the correct form)
3. Complete and return the attached Security Access and Access
Termination Form 2010
4. Complete and return the attached SSN Consent Form
PROCESSES THAT MUST BE COMPLETED BY JUNE 30, 2010 for New Educational
Entities
1. Eligible employee data must be migrated to MyOEBB using the file
migration specifications described in the attached Perm File Format
2010-(includes Actives and Retirees only - COBRA participants must be
entered by OEBB staff)
2. Contact Debbie Radish for migration of COBRA participants:
debra.radish at state.or.us
3. Enter 2010 benefits plans in the MyOEBB benefit management
system
4. Schedule an Open Enrollment Meeting (meetings are held during
August and September) for your eligible employees by contacting Rose
Mann: rose.mann at state.or.us (information to come about how to schedule
a meeting)
Existing Educational Entity Adding New Groups Process-This means your
entity has participated with OEBB in the past, but not all groups have
moved over to OEBB. For example, during 2009 your Administrative and
Licensed staff joined OEBB and for 2010 your Classified staff will be
participating.
PROCESSES THAT MUST BE COMPLETED BY MAY 15, 2010 for Existing
Educational Entities with new groups
1. Please provide OEBB with a Letter of Participation on entity

participating. Your entity may change plan selections this year, but
cannot add any new groups of employees.

Educational Entities
1. Contact Rose Mann to schedule an Insurance Committee Meeting
(Insurance Committee or group informational meetings must be scheduled

insurance and an Employee Assistance Program beginning October 1, 2010.
If your entity doesn't make any plan selection changes for existing
benefits offered, you must enter the new benefit plans if you plan to
offer them to employees for the 2010-11 plan year)
