[MyOEBB] Upcoming Member Communication - Dependent Eligibility Verification

Dear Business Managers, Superintendents and Benefits Administrators:
On Monday, May 23rd, OEBB plans to send a communication to members about
a dependent eligibility verification review tentatively scheduled for
early 2012. We think it is important to provide information about the
upcoming review as early as possible to ensure all of your employees are
aware of the process and timelines. Attached is a copy of the
communication we plan to send. Below is some additional information
about the communication and process:
Who will receive this communication:
All OEBB members with one or more dependent covered on one or more of
their OEBB plans.
How the message will be delivered:
1) If the member has a personal email address in the MyOEBB system,
the message will be delivered via email to that address.
2) If the member does not have a personal email address in the
MyOEBB system, but they do have a work email address in the MyOEBB
system, the message will be delivered via email to that work email
address.
3) If the member does not have an email address in the MyOEBB
system (neither personal nor work), OEBB will mail a hard copy of the
message via USPS to the mailing address listed in the MyOEBB system. If
there is no mailing address, it will be mailed to the residential
address.
When the messages will be sent out:
We plan to send the emailed messages on Monday, May 23, 2011. Hard copy
letters to members without email addresses should go out approximately
3-5 business days later.
What you can do:
1) If you have any questions regarding this communication, please
contact Jackie Cowsill, OEBB Communications Coordinator at
Jackie.cowsill at state.or.us, or by phone (503) 378-5353.
2) If you are contacted by members who realize they are currently
covering a dependent who does not meet the eligibility requirements,
OEBB will allow entities to remove those dependents at the end of the
month of the request using a QSC. You are not required to allow this,
but it is an option OEBB will allow if your entity would like to let
employees make these dependent changes prior to the next open enrollment
period. We have attached a sample communication you can use as a
template to communicate this option to your employees if you choose to
do so.
Why this is important:
Joan Kapowich, Administrator of both the OEBB plans and the Public
Employees' Benefit Board (PEBB) plans, reported to the PEBB board at its
meeting yesterday, that in the initial phase of their dependent
eligibility verification members removed 773 individuals from coverage
which is estimated to save about $2.5 million going forward (a
combination of lower total premium costs and lower claims costs).
We hope that by providing this notice to you in advance of sending it
out to employees, we can answer any questions you might have and work
together to deliver a unified message to all of the OEBB members.
