Dear Benefits Administrators and Business Managers -
Here are a few quick updates related to Open Enrollment communications:
* The 2013 Open Enrollment Form is now available on the Forms page of the OEBB website - http://www.oregon.gov/oha/OEBB/Pages/forms.aspx
* A supply of posters has been shipped to each educational entity to help remind your members about this year's Mandatory Open Enrollment and Healthy Futures program. Please watch for your posters and display them where your members will be most likely to see them. You can preview the poster designs on the Educational Entity Resources page, in the "2013-14 Benefits: Quick Links" section - http://www.oregon.gov/oha/OEBB/entity/Pages/eeResources.aspx
* We are currently updating other forms (e.g., the New Hire Enrollment Form, Mid-Year Change Form, etc.) We will continue to send email notifications as these updated forms become available on the OEBB website.
* OEBB plans to mail the Health Insurance Exchange Notice (a.k.a., the Public Insurance Marketplace Notice) to all employees and early retirees identified in MyOEBB as of August 15, 2013, via first class mail on or about August 26, 2013. We will post a copy of the letters that will be used by OEBB for this ACA requirement on the OEBB website on or about August 16, so you will know what your benefit-eligible employees will be receiving.
New hires entered into the MyOEBB system after the August 15 data pull, and employees who are not benefit-eligible, will not be included in this mailing and entities will be responsible for sending this notice to those members on or before September 30, 2013. OEBB will provide a template you can use for these employees on or before August 19. We will also post a template you should use for newly hired employees on or after October 1, 2013, sometime in early September. As of October 1, 2013, you will need to make sure each newly hired employee receives this required notice within 14 days of their date of hire.
We will send an email notification as each notice or template notice becomes available on the OEBB website.
