[MyOEBB] Good news for OEBB members on Delta Dental Plan 4

Dear Business Managers, Superintendents & Benefits Administrators:

We are proud to share this good news from Moda Health/Delta Dental of Oregon:

OEBB members currently enrolled on Dental Plan 4 who move to the new Delta Dental Premier Plan 5 this Open Enrollment will receive incentive credit on their new Plan 5 based on their previous utilization history. Delta Dental will credit 10% for each year the member received dental services on an OEBB Delta Dental plan. So members will end up with 70, 80, 90 or 100% incentive level benefits on Plan 5 based on their previous utilization.

Moda's system will apply this credit automatically as long as the member's employer has not changed. If a member's OEBB employer has changed, the member will need to contact Moda's Dental Customer Service directly once Plan 5 is in effect and ask Moda to review their claims from their previous OEBB employment and manually apply any incentive credit due.

Moda explained that they are authorizing this credit because Plan 4 and Plan 5 have similar benefit levels, and members currently enrolled in Plan 4 will no longer have a comparable constant (non-incentive) plan option available.

Notes regarding other transition scenarios:

-          Members who move from Plan 4 to Plan 1 will not receive an incentive credit and will start at the 70% incentive level because Plan 1 is an existing option and is a full incentive plan.


-          Members who move from Plans 1, 2 or 3 to Plan 5 will receive their incentive level for Class 1 and 2 services. Class 3 Services will be paid at Plan 5's constant benefit level.


-          Members who move from Plan 6 to Plan 5 will not receive an incentive credit, because Plan 6 is an existing option that is continuing.



-          And, as always, members who move from a Kaiser or Willamette Dental plan to a Delta Dental incentive plan will not receive any credit and will start at the 70% incentive level.
