[MyOEBB] Self-Pay Early Retirees (SPERS) Processes

It's that time of year again and we are seeing many Early Retirees and SPERS being processed in MyOEBB. Please remember an Early Retiree is processed and maintained by you, the employer (or past employer in this case) and SPERS are maintained by OEBB. Below is a reminder about how to process Self-Pay Early Retirees during this busy time.
About 60 days prior to their retirement, you need to notify your Self-Pay Early Retirees that OEBB will begin processing their premium payment. You will provide the retiree with the required forms and any other communication you wish. The Self-Pay Retiree Toolkit on our website has some examples of cover letters and FAQ's you can use. You will also need to include the SPER ACH Authorization form with your communication. OEBB cannot enroll the retiree unless they have submitted that form. Please indicate in your correspondence that they need to return the ACH Authorization Form with a voided check to OEBB at the address listed on the form no later than the 15th of the month prior to their transfer. If the retiree wishes to make plan changes or drop dependents, they will also need to submit the Active Employee to SPER Enrollment form.
If the retiree is already eligible for Medicare, they can only continue dental coverage if your entity allows it.

You will need to terminate your retirees so that we can transfer them over to OEBB Admin. This should be done as soon as you have identified your Self-Pay retirees. All self-pays should be processed this way regardless of whether you know they are planning on taking the coverage or not. Below are instructions on how to process the record in the MyOEBB system:
Pull the retiree's record up in Enrollment Management.
Click on the Term All tab, and then click Add. Select the "Fully Self Paid Retiree to OEBB Admin Early Retiree" or "Active to OEBB Admin Early Retiree" reason. (For a spouse retiree - use the "Loses Stipend" reason).
Input XX/31/17 in Actual Event Date and Coverage End Date fields. (This is the date their active coverage with the entity is ending).
Save it and close.
Click on the Employment tab and click on the current Employment Segment. Then select "Employee Termination" for the Termination Reason and XX/31/17 for the Termination Date and Benefits Paid Through Date.
Go into the Termination Approval screen, pull up the member's record. Select Approved and "YES" for the Self Pay Approval.
When you process the termination in the system, it will trigger the carrier to send a Termination of Coverage letter to the retiree and Benefit Help Solutions will send a COBRA packet. This may confuse the retiree, but if they are continuing coverage through OEBB, they can disregard the COBRA notice. If they have not yet submitted the ACH form to OEBB, this is a good reminder that they need to send it in.
Keep in mind, you do not have to send all your Self-Pay Retirees to OEBB, you can keep those you want to manage at the entity level. For example, if you have a retiree that will become eligible for Medicare in the near future, you may want to continue processing their premium in order to avoid confusion for the retiree. These steps are the same steps you will take when processing all future self-pay retirees.
