[MyOEBB] How to manage SPERS for OEBB

Greetings,
This message is meant for OEBB entities that transfer their 100% self-pay retirees (SPERs) to OEBB to manage.
This is the time of year when many OEBB members decide to retire and are trying to make decisions regarding their health benefits after retirement. OEBB has been receiving a lot of enrollment forms from self-pay retirees. Many of the terminations have not been processed correctly in the MyOEBB system. This is a refresher on how to terminate your retirees that are eligible to enroll with self-pay retiree coverage through OEBB.
1. Make sure your member meets the definition of retiree:
Receiving or eligible to receive a service retirement allowance under PERS and has reached earliest retirement age, OR
Receiving or eligible to receive a service retirement allowance or pension under another retirement benefit plan or system offered by an OEBB participating organization and has reached earliest retirement age under the plan or system.
1. Confirm that they and their dependents are not eligible for Medicare due to age or disability.
2. Provide the SPER forms and any other communication you wish to the retiree approximately 60 days before their benefits end.

1. Add the termination in the MyOEBB system. Please note that you will add a Term All, NOT a QSC Event for Retirement.
1. Under Enrollment Management, click on the Term All tab, then click Add. Select the "Fully Self Paid Retiree to OEBB Admin Early Retiree" or "Active to OEBB Admin Early Retiree" reason.
2. Input XX-31-2024 in Actual Event Date and Coverage End Date fields.
3. Save it and close.
4. Click on the Employment tab, then click on the current Employment Segment. Select "Employee Termination" for the Termination Reason and XX-31-2024 for the Termination Date and Benefits Paid Through Date.
5. Go into the Termination Approval screen, select Approved and "YES" for the Self Pay Approval.
Note: Instructions can also be found under the Home Page tab in the MyOEBB system.
1. You will process all your SPERs this way, even if you aren't sure they will take the coverage or not.
2. The retiree will submit a voided check and their forms to OEBB and we will enroll the retiree and set up premium deductions.
Please remember, when you add the termination in the system, it will trigger Benefit Help Solutions (BHS) to send a COBRA notice to the member. This may confuse the retiree, but if they are continuing retiree coverage through OEBB, they can disregard the COBRA packet. By law, the COBRA packet must be sent. Most retirees choose to enroll in OEBB retiree plans rather than COBRA. COBRA rates are a bit more expensive than OEBB retiree rates and COBRA is only offered for 18 months.
