Dear Superintendents, Business Managers and Benefits Administrators:

We are entering the final ten days of the 2011-12 OEBB Plan Selection
Period, which is scheduled to run through June 17, 2011. OEBB and the
carriers providing benefit plans to educational entities traveled around
the state during the month of May to provide an overview of plan changes
to many entity representatives. Because of everyone's willingness to
work together and coordinate meeting times and places through the
regional education service districts (ESDs), we were able to be
available to or make contact with the majority of entity insurance
committees during this very important step in the benefits process.
Thank you.

For those entities that were unable to send representatives to one of
the scheduled meetings, you can find a copy of the full PowerPoint
presentation we used at the following links:

Please feel free to use either document if you think it might be helpful
as your entity continues through the plan selection process. Quick links
to each carrier's portion of the presentation can also be found on the
"Entity Resources" page

helpful.

(The full web addresses for the links above can be found at the end of
this message.)

We would also like to highlight some important points we hope entities
will consider before confirming plan selections for the 2011-12 plan
year.

*	If you are not yet offering long-term care (LTC) coverage to
your employees, OEBB encourages you to consider doing so for the 2011-12
plan year. If offered as an "employee paid" optional benefit, there is
no additional cost to your organization and it provides access to this
important coverage at very competitive rates. Additional information
about the benefits of this coverage is included in the aforementioned
presentation document.

We have heard some concerns about administrative challenges associated
with offering this optional benefit. If you have any such concern, you
can call Linda Tullis, OEBB Benefits Manager at (503) 378-3329, or call
toll-free (888) 469-6322 and ask for Linda, to discuss your particular
concern or system needs.

*	If you are not yet offering optional life, disability, or
accidental death and dismemberment coverage to your employees, OEBB
encourages you to consider offering these group plans through The
Standard to your employees starting with the 2011-12 plan year. If
offered on an optional "employee paid" basis, there is no cost to your
organization and these coverages provide valuable income protection
options to your employees at very competitive rates. Additional
information about the value and importance of these benefits are
included in the presentation document as well.

It has recently come to our attention that some entities believe that by
offering coverages available through The Standard, an entity cannot
allow employees to consider or purchase certain individual policies.
This is not the case. While entities can't enter into separate
contracts for coverages available through and administered by OEBB,
employees can still purchase individual life, disability and accidental
death and dismemberment policies. Having the options offered through
The Standard as part of the menu of choices available to employees may
allow your employees to save money, or to be able to afford these very
important coverages for the first time.

If you've already confirmed your plan selections, but would like to add
long-term care or any of The Standard life, disability and/or AD&D
options to the plans that will be available to your employees for
consideration during the upcoming open enrollment, please call OEBB
member services at (888) 469-6322.

Thank you for considering the addition of these valuable coverages to
your plan offerings. Let us know if you have any questions, or if you
need anything else to assist you during this process.

Sincerely,

Denise L. Hall
