[OGIC] Modification to FIT Proposal Review Process

OGIC Members:

 

At the June, 2008 meeting we discussed and endorsed a revised process to
review and prioritize Proposals for Framework funding. GEO is currently
implementing this process and has determined that one of the new
procedures has an unintended consequence that needs to be addressed.

 

Currently the Proposal Guidelines state that "By submitting this
application I understand and agree that all members of the project team
shall recuse themselves from participation in the current proposal
evaluation process." The intent of this being to reduce any potential
conflict where submitters might favor their own proposals over others. 

 

The unintended consequence GEO faces is that this recusal provision
reduces the evaluation pool in PAC, FIT and GPL significantly - to the
point that evaluation would not be representative of the group. The
reduction of evaluators impacts the ability to objectively assess the
proposals.  In practice we now believe that keeping the full peer group
of evaluators keeps the evaluation objective. 

 

GEO has consulted with representatives from PAC, FIT and GPL and
proposes to OGIC that this provision be dropped to allow the process to
move forward. The process is on a tight timeline that requires we
address this before the next OGIC Meeting.  Please review this change
and respond to Milt Hill by Friday, May 22nd if you have concerns or
questions. If there are no objections raised we will move forward with
this revision. If objections are raised that cannot be resolved we will
place it on the agenda for our June Meeting.
