[OGIC] Data Sharing Legislative Concept

As per the motion approved at the last OGIC meeting, I have drafted a
Legislative Concept and an attachment containing some proposed statutory
language.  Please review these documents and let me know if you have
suggested revisions.  As discussed at the OGIC meeting, the DAS deadline
for submitting legislative concepts for consideration is mid-April, with
the final deadline May 1.  There may be other opportunities, but we are
trying to work through the DAS process, as well.
