OGIC Members:
At the OGIC meeting on 6/20/12, Dugan Petty, OGIC Chair, presented information about the meeting this week with the Enterprise Leadership Team (ELT) at which all the DAS Legislative Concepts were discussed, including the one that OGIC has put forward on data sharing. The latest concept draft is available at the OGIC GovSpace website, at https://govspace.oregon.gov/community/agencies/ogic. As was stated at the OGIC meeting today, the concept was narrowed to sharing public safety-related data between and among agencies that are engaged in or support public safety and emergency response/preparedness.
There is a very short time in which to make revisions to the data sharing legislative concept based on the issues raised at the ELT meeting. We are seeking your comments and suggestions for revisions to the concept to resolve or address those issues no later than close of business July 2. The issues raised by the ELT are as follows:
1. What data will be covered by the proposed concept? The ELT was concerned that the data subject to sharing should have a clear nexus to data needed for public safety, emergency preparedness or emergency management. They were also concerned that certain sensitive data, like child support information, should not be included.
2. Which government organizations are considered part of the public safety and emergency response/preparedness community? The ELT wants to be sure that the recipient of this information is a public safety, and or emergency preparedness, or emergency management organization or authorized to provide direct support to such organizations. Other organizations would not qualify for access to this information and the use privileges envisioned under the proposed legislation.
3. How will the data be transferred and how often? They want to understand what the format is for transferring the information and how often the information will be transferred. This is likely critical for the agencies to assess their fiscal impacts. If the bill is to be successful, it needs to be crafted to minimize agency fiscal impacts.
4. If an agency has data from another agency that they have combined with their data, or enhanced in some way for their specific purposes, would they have to share that data? The bill needs to be specific that we are only talking about primary authoritative data from the original data custodian.
