As many of you know, Rural Development grant funds from USDA have supported
hundreds of local Main Street program projects over the past few years,
making USDA one of the most important sources of federal funding support for
our network That funding is currently under threat in a current Senate bill
amendment, which would cut USDA Rural Development by $1 billion.
Our partners at the National Rural Development Campaign have asked that we
circulate the letter below, for those who may be interested in signing-on to
a letter of support to restore Rural Development funding. Details are below.
The deadline is tomorrow, (Friday), which is short, but the advocacy action
is also quick and doable.
Please circulate to your networks as appropriate.

Dear RD Campaign Members:
Rapoza and Associates, which has numerous clients with a stake in USDA Rural
Development, has organized a sign on letter opposing the Coburn Amendment,
which would cut USDA Rural Development by $1 billion. They have invited our
Campaign and all rural development advocates to join this letter. A united
front is important at this juncture and I strongly encourage all of your
organizations to sign onto this letter as well.
Our allies in the Senate have made it clear that it is critical that we
mobilize our grassroots to demonstrate support for Rural Development and
overwhelmingly defeat this amendment. A muted response will only serve to
embolden those trying to cut Rural Development. The language in the letter
provides excellent talking points. It is critical to mention that the
magnitude of the cut is 40%, because many staff do not know the size of the
agency. Also emphasize the number of rural jobs that will be lost and that
many of these programs are loan programs which operate at very low cost to
the federal government.

Dear RD Campaign Members:
Thanks to all of you that joined the call yesterday. Since that time Sen.
Coburn announced an amendment to HR 2112 that would cut USDA Rural
Development programs by $1 billion, which is a reduction of 40%. The Senate
will consider the amendment when they return on October 31. I encourage you
to mobilize your networks to oppose this draconian amendment. We need a
strong bipartisan vote to demonstrate the broad support for RD programs. At
the bottom of this email yoll find more information regarding the amendment.
On the call we all also agreed that the joint Ag committee farm bill
legislative package that will be released by Nov. 1 is very likely to
include not only funding decisions, but policy provisions for all titles,
including rural development. These decisions are being made at the
leadership level of the Agriculture Committees so now is the time to
mobilize your networks, especially your members from MI, OK, MN and KS that
can reach the chairs and ranking members. NACo is urging the Agriculture
Committees to maintain mandatory funding for rural development, renewable
energy and beginning farmer programs. We are also encouraging leadership to
incorporate the important policy changes in the campaigs joint policy
priorities which will improve regional collaboration, technical assistance,
mission focus, accountability and process.

COBURN submitted an amendment intended to be proposed by him to the bill
H.R. 2112, making appropriations for Agriculture, Rural Development, Food
and Drug Administration, and Related Agencies programs for the fiscal year
ending September 30, 2012, and for other purposes; which was ordered to lie
on the table; as follows:
At the appropriate place, insert the following:
Sec. X. Notwithstanding any other provision of this Act, the total amount of
funds made available under this title to the Rural Development Agency are
reduced by $1,000,000,000, to be applied proportionally to each budget
activity, activity group, and subactivity group and each program, project,
and activity of the Rural Development Agency carried out under this title.
