Salem is notorious for ticketing. An idea I have seen is employers in the
area give employees a sticker, which notifies parking enforcement that this
is an employee. I know for a fact that just the scenario you have outlined
has happened in Salem--it happened to me when I was in the area for a
meeting. This discourages repeat customers for certain types of businesses.
See if the city council's reasoning was the same as in K Falls and if so
suggest the employee tag method. Best, JKH
