In Albany, employees with on street parking have a hang tag in their windshield, they can only park in certain areas. We try not to ticket customers unless they are parked taking two spaces or in the leased lots.

Salem is notorious for ticketing. An idea I have seen is employers in the
area give employees a sticker, which notifies parking enforcement that this
is an employee. I know for a fact that just the scenario you have outlined
has happened in Salem--it happened to me when I was in the area for a
meeting. This discourages repeat customers for certain types of businesses.
See if the city council's reasoning was the same as in K Falls and if so
suggest the employee tag method. Best, JKH
