Thanks Jenifer.  I doubt the employees would put the stickers on their cars - but that was an interesting idea.  Also, what if an employee was downtown shopping - they could only use their paid parking spot and never park on-street.

We used to have good enforcement so employees NEVER parked in the street, and if they did, their first ticket was $100, their second ticket was $180 and all tickets after that were $250 (but the parking officer had to ticket the employee IN the business where they work).  Then the City decided it was too difficult to ticket employees, so they stopped. . . . Now about 1/3 of all our on-street spaces are being used by employees, and the city doesn't care as long as they move every two hours and the City gets revenue whenever they don't - so they are happy with this solution.  We are trying to work with out city council to remedy this, but staff always speak louder.

I know for a fact that just the scenario you have outlined has happened in Salem--it happened to me when I was in the area for a meeting.
