[OMS_MANAGERS] examples of zoning that limits downtown businesses

We tried to get our city council to do that, but the local realtors came out in force against it. They wanted to right to sign leases anywhere. They were our worst enemy along with our Chamber of Commerce. They didn't care about the integrity or success of a district - just their ability to make money from it.
