We tried to get our city council to do that, but the local realtors came out
in force against it.  They wanted to right to sign leases anywhere.  They
were our worst enemy along with our Chamber of Commerce.  They didn't care
about the integrity or success of a district - just their ability to make
money from it.

Any folks have examples of a zoning ordinance that restricts the types of
businesses that can locate on the ground floor of commercial buildings in
downtown central business districts? Thanks in advance.
