[OMS_MANAGERS] examples of zoning that limits downtown businesses

I did research on this a few years ago - here's the list of communities I found at that time. It would be interesting to see if they withstood the test of time.

We tried to get our city council to do that, but the local realtors came out in force against it.  They wanted to right to sign leases anywhere.  They were our worst enemy along with our Chamber of Commerce.  They didn't care about the integrity or success of a district - just their ability to make money from it.
