Arcata, CA. has an ordinance (at least they did when I lived there) in place that does not allow the establishment of “big box” stores such as walmart.  Astoria may have a similar ordinance in place.

Hello,

At some point I recall hearing someone within our network mention I believe it was a city ordinance that could be established to ward off Walmart.  If any of you recall what that is or where we could find it please let me know.  The citizens of Sherwood found out last week that Walmart is planning on closing a deal here in Sherwood next month.

We have many, many people working to fight this before it's too late and would love whatever strategies any of you may know of to help us do so.
