[OMS_MANAGERS] City Resolution to Stop Walmart???

Astoria does not have an ordinance in place, we just don't have enough 
available flat land to make us an attractive location for any big box 
retailer. They are locating across the bay in Warrenton instead, where 
the land and the population are more welcoming to big box retail. Still 
poses an issue for us, though.
