[OMS_MANAGERS] Economic Improvement District payment collection systems

Hi everyone,

We need some insight form anyone with EID experience.

We've had an EID in Downtown Bend since 2007. Of all our property owners,
we've had full compliance except one who has not paid for 3 years. Liens are
on the title so the payment will eventually come when the property sells.
However, it's a matter of equity for all the other businesses and property
owners who in effect have to support this one owner and their tenants.

Does anyone have any paths they've taken to force an owner to comply?
