Hello all,
Since our EID assessments are levied and liened by the City, the downtown
association cannot legally enforce them. We have one property owner who has
never in 26 years paid his assessment. Luckily for us, he has a sale
pending on his property so when it closes, the city will be paid. The city
contracts with us, so that means we will get a sizable influx of funds which
we intend to use for no interest loans to property owners for façade
improvements.
Twice in the past, the city has issued interest amnesties during which, if
property owners brought their assessments current and KEPT them current, the
interest would not have to be paid. If they fall in arrears again, the back
interest will be reinstated.
So while I dont have answers to the MDA per se being able to force owners
to comply, we have worked with the city to allow a rare interest amnesty.

Hi everyone,
We need some insight form anyone with EID experience.
Weve had an EID in Downtown Bend since 2007. Of all our property owners,
weve had full compliance except one who has not paid for 3 years. Liens are
on the title so the payment will eventually come when the property sells.
However, its a matter of equity for all the other businesses and property
owners who in effect have to support this one owner and their tenants.
Does anyone have any paths theyve taken to force an owner to comply?
