[OMS_MANAGERS] Food Carts

In Carlton, there is one food cart; you can see it on facebook under 
Henry's Diner.  It is in a green space next to a winery, it is very 
popular. It also has off street parking available, which I think helps.  
Carlton doesn't have any muni or zoning codes about food carts, I think 
they are now trying to develop some to address the issue.
